** UPDATE  16 AUGUST 2017 **

Effective 14 August 2017, all members who had "Administrative Rights" access lost  their access.  The Privacy Act Assessment conducted identified Military Locator System (MLS) as a system requiring an OPNAV 5239/14 SAAR-N to obtain access to MLS.  Administrative Rights were being driven and granted by the "Billet", thereby not requiring the submission of an OPNAV 5239/14 SAAR-N.  Therefore, the system had to be adjusted to meet current directives and policies.  Due to the PII associated with MLS, access is highly scrutinized and requires valid justification in writing on a valid OPNAV 5239/14 SAAR-N before access may be granted.   

The Military Locator System (MLS) is an online query system that provides searches by Social Security Number, Name, or Unit Identification Code to provide information about a member's current or future duty station.

MLS complies with the Department of the Navy Privacy Act, SECNAVINST 5211.5 (Series) and Deputy Secretary of Defense Memorandum dated 24 September 1998, Subject: Information Vulnerability and the World Wide Web.  This web based application contains information that is for official use only and is considered personal and confidential in nature.  Agencies who access this application should ensure that the system is used in the performance of their duties and are responsible for safeguarding this information in accordance with SECNAVINST 5511.5 and Deputy Secretary of Defense Memorandum dated 24 September 1998.

The Program Manager for MLS is Navy Personnel Command (PERS - 22).  Access to MLS is only granted by the Program Manager.  All persons who require access to MLS must submit a OPNAV 5239/14 SAAR-N to MLS-SAARs.fct@navy.mil.  MLS is an application that requires a valid justification and is only granted on a "need to know" basis, which is highly scrutinized.  All requests must have a valid justification and your Command Unit Identification Code (UIC) in Block 11 before access may be granted.

                  ACCESS PRIVILEGES

NOTE: The DD-2875 SAAR has been replaced by the OPNAV 5239/14 SAAR-N per NETWARCOM Computer Tasking Order (CTO) 08-05 Serial A.

MLS is accessed via the BUPERS Online (BOL).  All persons who are requesting access to MLS must have an active BOL account.  You may obtain a BOL account by submitting an OPNAV 5239/14 SAAR-N to NPC_IT_Service_Desk@navy.mil.

             

                  CATEGORIES OF USERS

Military (Active and Reserve) - Access to BOL for Active Duty and Reserve personnel is automatic. Military members will complete the OPNAV 5239/14 SAAR-N and submit via email at MLS_SAARS.fct@navy.mil.  

Civilian Employees of the Department of the Navy, Defense Finance and Accounting Service (DFAS), and/or All Other Navy Military, Civilians and Government Agencies -

All Civilian employees, regardless of agency, must also apply for a BOL Account before MLS may be granted. 

 - Complete and submit OPNAV form 5239/14 for access to MLS.  In the "system name" block of the SAAR form, BOL/MLS must be requested for access. Once the SAAR form is completed in its entirety, the Local Administrator of that agency should forward SAAR form 5239/14 (Rev 9/2011)  to NPC PERS 22 at email MLS_SAARS.fct@navy.mil.
