Responsible for identifying staffing standards, which support a ship in its mission.  These include the following areas:

• Administration (YN/PN/JO/LI/LN/RP/MA)
• Command (CMC/NCC) These standards are CNO directed.
• Supply (MS/SH/SK/AK/PC)
• Medical (HM/DT/DN)
• Environmental Management (HAZMAT/Environmental Divisions)
• Utility Tasks
• Evolutions (VERTREP/UNREP/CONREP/FLTOPS/Sea & Anchor)

The determination of the quantity and quality of manpower required is based on the Navy Standard Workweek Afloat per OPNAVINST 1000.16 series.
