Responsible for the analysis, research and development of manpower requirements used in the production of research and acquisition manpower requirements documents (PSMD, “What IF”, ME, NTSP). Various techniques are employed to achieve these requirements such as analysis of documented workload, interviews of personnel, and direct observation of shipboard functions. Division has four major tasks: Acquisition Projects, DoD/DoN Instructions, Manpower Models/Simulators and Manpower Training. Provide accurate, defensible, and definable manpower resource data for new acquisition and modernization programs. Conduct manpower research for various program analyses of alternative and “what if” scenarios, reviewing existing platform configurations and identifying impact of reductions through system, policy, and methodology changes, and determining the impacts on manpower. Provide innovative perspectives to the manpower requirements determination process in support of the Navy’s life-cycle management approach to acquisition.
