Coordinates budget development of the Military Personnel, Navy (MPN) appropriation and portions of the Reserve Personnel, Navy (RPN) appropriation; prepares the appropriate budget submissions; monitors performance against the approved budget; acts in a fiduciary capacity for the MPN appropriation for the DON to discuss issues involving the financial management of the MPN appropriation and other accounts assigned with the Office of the Comptroller of the Navy, Office of Secretary of Defense (Comptroller), Office of Management and Budget (OMB) and congressional staff members.
