FTS Selective Retention (SELRET)
Full Time Support (FTS) CAPT Selective Retention (SELRET) Board
The Full-Time Support (FTS) officer communities conduct selective retention (SELRET) boards annually, considering eligible officers by competitive category (URL, HR, AMDO and SC) and promotion fiscal year group. FTS captains are released from active duty at the end of three years' time in grade, unless retained by the FTS CAPT SELRET Board. For the first time, an FTS CDR SELRET Board was also conducted this year to selectively retain a limited number of FTS URL commanders who had twice failed of selection for captain and would otherwise have been released from active duty. SECNAVINST 1920.6C establishes Navy policy for the administrative separation of naval officers, and includes the above requirements for releasing FTS captains and commanders from active duty. NAVADMIN 088/14 (linked at right) announced the FY-15 CAPT and FTS CDR SELRET Boards and the cancellation of the FY-15 CDR Selective Early Release from Active Duty (SERAD) Board.
FTS CAPT SELRET: Required to retain any FTS captain on active duty beyond 3 years time in grade. Conducted in two "gates". The FY-15 FTS CAPT SELRET will consider all FTS captains who were promoted in FY-13 for Gate 1 (G1). Those G1 captains who are retained will be able to remain on active duty until 1 September 2018, with an opportunity to compete for further retention - Gate 2 (G2) - the year before. Those G1 captains who are not retained will be released from active duty upon completing 3 years time in grade. The FY-15 FTS CAPT SELRET will consider all FTS captains who were promoted in FY-10 for G2. Those G2 captains who are retained will be able to remain on active duty until they complete 30 years commissioned service, and those who are not retained will be released from active duty no later than 1 September 2015.
FTS CDR SELRET: Authorized by SECNAV for FY-15 and FY-16 and used to select enough FTS commanders for retention to sustain and remain within FTS commander end strength. The FY-15 FTS CDR SELRET board convened 6 May 2014 and considered those FTS URL commanders who had twice failed of selection for captain as of the approval of the FY-15 Reserve CAPT Line promotion board results, and who agreed to be considered for retention by this board. The FTS Restricted Line and Staff Corps communities achieved and sustained their FTS commander end strength and so were not included on the FY-15 CDR SELRET board.
FTS CDR SERAD: The last FTS CDR SERAD Board was convened in FY-10, and is not expected for FY-16. FTS CDR SERAD is established by SECNAVINST 1920.6C to reduce overmanning among FTS commanders within a competitive category when necessary. When convened, SERAD considers all FTS commanders in a competitive category that are in their fourth fiscal year of rank, not selected for promotion, and not previously considered by SERAD. The status of this board is announced each spring in the same NAVADMIN that announces the SELRET boards.
