 Effectively immediately administrative screening for O5 and below NOSC’s will occur annually in conjunction with the Reserve Major Command/O6 NOSC Screening board (Board #415).  Quarterly NOSC CO screening boards will no longer be held.

Eligibility requirements for NOSC Command are outlined in CNRFCINST 1412.1.

A CQOB is required for O3/O4/O5 NOSC Command by 1 August.  All individuals with a PRD between January 2014 – June 2015 must complete a CQOB prior to 1 August of this year.  Individuals that have successfully completed an O5 Commanding Officer tour (NOSC or operational) will not be required to complete a CQOB prior to screening for O6 NOSC command.

Individuals who have not served as an O5 Commanding Officer will be required to complete the CQOB prior to being eligible for O6 NOSC Command screening.

Slating will still occur quarterly and can be requested using the NOSC CO slating request template.

NOSC Command is a tremendous Command opportunity and an important Reserve Management milestone for FTS Officers.  NOSC Command timing is dependent upon the individual officer’s community and operational career path.

Screening for O5 and below is based upon a favorable endorsement from a Command Qualification Oral Board (CQOB) chaired by an FTS O6 in command.  The Command Qualification Oral Board will recommend fitness for Command of the requesting officer. In accordance with CNRFC INST 1412.1, Officers desiring command screening shall request a Command Qualification Oral Board through their Reporting Senior. The Reporting Senior will verify that established requirements for command have been met and send a nomination letter to the Reserve Regional Component Commander requesting a CQOB. Upon receipt of a nomination package the RRCC will coordinate a time and place for the oral board to occur.  Use of Telcon and VTC are authorized to complete the CQOB.  For Officers stationed in PACOM, RRCC South West will coordinate oral boards.  For Officers stationed in SOUTHCOM, EUCOM, AFRICOM and CENTCOM, RRCC South-East will coordinate oral boards.  Upon determination of the fitness of the officer for command, the RRCC will forward results to PERS-4417. 

The NOSC Command screening board will screen the best qualified officers with no set quotas.  NOSC Screening does not guarantee an officer will be slated to command of a NOSC.  NOSC slating depends upon Command availability and the officer’s timing.  Officers that screen for NOSC command but do not slate will be held for future slating.  Visit the quarterly O3-O5 NOSC web page for future projections.
