O-5 Operational Leadership Milestone Board

The Intelligence Commander Milestone Screen Board is an annual event normally scheduled for the second week of September. It is held at the Navy Personnel Command in Millington, TN. The Naval Intelligence Commander Milestone Screen is an administrative board, headed by a 1630 Flag or Flag-select officer, convened annually to review records of Commanders and Commander-selects to identify the best of the fully qualified individuals for Commander Milestone assignments.

The Board was instituted in 1995 in response to the disparity between the number of 1630 Commanders and Commander sea duty billets. The board is modeled after the various URL Commander Command Screen Boards. Commander Milestone duty is critical to promotion to CAPT in the Naval Intelligence Community.

There is a common assumption amongst members of the community that the Commander Milestone Screen Board is in fact a preliminary look for the Captain board. While this is not directly the case, there is a very high correlation between those Commanders and Commander-selects chosen by the Milestone Screen Board, and those who promote to Captain. This is due to a Captain’s eligibility requirement of a successfully completed Commander Milestone tour.

Those officers intending to decline Commander sea duty should consult MILPERSMAN 1300-025 for guidance. (See "References" section to left for instructions). Declining Commander sea duty is generally analogous to declining command in the URL community, and entails a letter from the service member being entered into the officer’s permanent service record. Officers declining Commander sea duty remain eligible for non-sea duty assignments, subject to the needs of the Navy. All officers who wish to decline Commander sea duty, and whose names will be considered during the Intelligence Commander Sea Screen Board, are required to submit their paperwork to PERS-473 no later than the Friday prior to the arrival of the Assistant Recorders.
