The IP Billet List is updated bimonthly and is posted to the right. Billets that have been negotiated or are under negotiation at the time of posting have been annotated to avoid confusion for officers looking for future assignments.
Orders Negotiation Process
The detailing window begins 12-14 months prior to your PRD. Billet assignments are made based on slating guidance (best fit), career progression requirements, and based on a “first come, first serve” basis with those officers who are in their detailing window. This timeline for the detailing window is also important due to budgetary factors and the time required to review and release orders. Once you and the detailer are in agreement on your next set of orders or there is a slating decision that requires your assignment to a particular billet, the detailer will place your name against that position and will not negotiate orders for anyone else to that billet. Once approved for a billet, the detailer will “propose” or “prop” you for that assignment. This initiates the orders process that requires numerous policy and funding reviews. Additionally, both losing command Placement and gaining command Placement get a vote on releasing the officer for orders and accepting the officer at the new command. Other factors, such as Exceptional Family Member (EFM) or special interest items, are considered also in this process and may significantly lengthen the orders review and approval process. An officer who executes orders should expect to complete the entire tour length as specified in the orders. In most cases, once orders are received via record message traffic they are not changed. However, ORDMODs may be issued to adjust orders detachment, reporting, training track, or ultimate duty station should “Needs of the Navy” require the officer be redirected to another assignment.
