Admin Boards

EOD Officers will appear in front of up to three screening boards during a career:  Executive Officer, Commanding Officer, and Major Command.  The EOD XO and CO Boards are held annually in December, with a majority of the board membership being EOD officers.  The EOD Major Command screening board is held annually as a subset of the Surface Warfare Major Command Board.

Official Records and Board Records.  Officers are responsible for ensuring that their official records are fully updated before the board convenes.  This should be done at least two months prior to the board convening date to ensure that NPC has enough time to update the record data base.  Updates conducted within two months of the convening date should be sent directly to PERS-416 for all Administrative Screening Boards.  Updated information sent in this fashion will correct your Board Record only;  your permanent record will not reflect these changes.  Please see our How to Update your Record sheet for methods to update both records.

Board Correspondence and Letters of Recommendation.
All Correspondence (FITREPS, Awards, Qualifications, LoRs) should be included as enclosures to a letter to the board. All enclosures, and the cover page, must have the member's full SSN to ensure proper scanning into the board record system.
All LoRs must be submitted as enclosures to the officer's submission.  LoRs not sent via the officer will be rejected by the board.  Examples of instances where a LoR is appropriate include:

  • When a previous Reporting Senior desires to provide more detail, or further explain circumstances, regarding a FITREP
  • When a current Reporting Senior would like to discuss performance because a period FITREP has not been completed yet
  • A senior officer, who was not your Reporting Senior but in your Chain of Command at one time, would like to comment on your performance
  • A senior officer would like to comment on your future potential

Official Photograph.  MILPERSMAN 1070-180 requires that all officers records contain a full length color photo in the officer's current grade.  Official photos are submitted on NAVPERSFORM 1070/884.  Digital copies are acceptable to update your Board Record, but the original form must be mailed to PERS-3 for inclusion in your permanent record.

EOD Major Command Board

EOD Officers are afforded three opportunities, or "looks", for Major Command screening.  The first look occurs in the November of the fiscal year in which the officer will promote to the rank of Captain.  The second and third looks occur in the next two successive years.  Eligibility criteria for the board are:

  • Be an Active Component (1140), Full Time Support (1147), or Limited Duty (6480) EOD Officer
  • Hold the KG7 (EOD Commander Command) AQD
  • Senate Confirmed for promotion to CAPT, or promoted to CAPT and having less than two previous looks for Major Command

EOD Commander Command Board

EOD Officers are afforded three opportunities, or "looks", for Commander Command screening.  The first look occurs in the December of the fiscal year in which the officer will promote to the rank of Commander.  The second and third looks occur in the next two successive years.  Eligibility criteria for the board are:

  • Be an Active Component (1140), Full Time Support (1147), or Limited Duty (6480) EOD Officer
  • Hold the KG6 (EOD Executive Officer) AQD
  • Senate Confirmed for promotion to CDR, or promoted to CDR and having less than two previous looks for Commander Command

EOD Executive Officer Board

EOD Officers are afforded three opportunities, or "looks", for Executive Officer screening.  The first look occurs in the December of the fiscal year in which the officer will promote to the rank of Lieutenant Commander.  The second and third looks occur in the next two successive years.  Eligibility criteria for the board are:

  • Be an Active Component (1140) or Full Time Support (1147) EOD Officer
  • Senate Confirmed for promotion to LCDR, or promoted to LCDR and having less than two previous looks for Executive Officer

Statutory Boards

The most common Statutory Boards that EOD Officers will appear before are promotion boards.  Other Statutory Boards include Selective Early Retirement and Continuation Boards.

Record Updates.  PERS-416 is not authorized to assist in updating records for any Statutory Board.  Please refer to the respective board page (Active Duty Officer / Reserve Officer) for procedures to update your Board Record.

Board Procedures.  DoD policy notionally sets promotion to LCDR, CDR, and CAPT at YCS 10, 16, and 22 respectively.  This timing is called the "flow point".  DoD policy allows the Services to move the flow point +/- one year.  Active Component EOD Officers (1140) are evaluated for promotion against all Unrestricted Line officers (SWO, SUB, AVN, NSW), and Full Time Support EOD Officers (1147) are evaluated against FTS and Reserve Component URL officers.  EOD Limited Duty Officers compete against all LDO Line designators, and EOD Chief Warrant Officers compete against all CWOs.
