 Mass Communication Specialists are Sailors who perform duties in public affairs and visual information.  They present the Navy story to worldwide and Navy audiences through a variety of outlets.  MCs research and prepare print and broadcast journalism news and feature stories for military and civilian newspapers, magazines, television and radio broadcast stations. They record still and video photography of military operations, exercises, and other Navy events.  They serve overseas, on ships, and at stateside commands as photographers, public affairs specialists, newspaper and magazine staff, TV and radio station staff and talent.  MCs also create graphics in support of the public affairs mission, create and manage official websites, and perform high speed, high-volume graphic reproduction.

Career Management System - Interactive Detailing (CMS-ID)

There are significant changes to CMS-ID and process to how Sailors are selected for billets as advertised on CMS-ID.  It is critical that you  understand the new selection process. 

Instructor Duty

Sailors interested in applying for Instructor Duty billets as advertised on CMS/ID should review MILPERSMAN articles 1306-900 (Assignment of Enlisted  Personnel to Special Programs) and 1306-953 (Instructor Duty) for minimum eligibility requirements for assignment.

Changes to First-Term assignment policy and incentive programs for Forward Deployed Naval Force enlisted Sailors stationed on sea duty in Japan, Guam, and Spain.
Alignment of enlistment contracts with duty station tour lengths.
Physical Readiness Program policy change.
Update to the Career Management System-Interactive Detailing process and Career Waypoints-Reenlistment timelines.
Optimizing Senior Enlisted (E7-E9) assignments.
Modifications to Enlisted High Year Tenure for Active and Full Time Support personnel.


  Fleet Reserve Request

 All Fleet Reserve Request must be submitted in accordance with MILPERSMAN 1830-040​.  ​Obligated service requirements or completion of current assignment established by projected rotation date (PRD).
