Top Performing Engineers/Future Top Snipes – Tracking NEC 4402

Navy Personnel Command and the Surface Warfare Enterprise are tracking the duty station assignment history of all Top Snipes or Engineering Department Leading Chief Petty Officers.  Almost all enlisted surface engineers serve in jobs specific to their enlisted ratings during their sea duty tours.  This is not always true for their shore-duty assignments.  Optimal assignment paths are those that are considered rating enriching, tours that aid in improving technical and in-rate proficiencies.  Shore duty tours at repair facilities, Afloat Training Groups and selected instructor tours are considered rating-enriching shore tours.  To aid in tracking the assignment history of top performing surface engineers, NEC-4402, the Tracking NEC for Top Performing Engineers or Future Top Snipes, has been developed. 

To be awarded NEC-4402, specific criteria must be met, and not all enlisted surface engineers will be eligible.

  •  Have you proven that you have what it takes to be a future Top Snipe?  
  •  Are you serving on or have completed your second sea tour? 
  • Are you an E6-E9 EM, EN, GSE, GSM, or MM (and select E5s) that has displayed professional performance and technical proficiency above that of your peers? 
  • Did you receive a “Must Promote” or “Early Promote” advancement recommendation on your last competitive performance evaluation? 

If you answered “yes” to the above questions, you may be eligible for NEC-4402.  Via your chain of command:

  • Submit a 1306/7 to Pers-402 requesting addition of NEC-4202.
  • 1306/7s must be endorsed by your present command’s Top Snipe, Chief Engineer, Executive Officer and/or Commanding Officer.

 Upon receipt of 1306/7s, Pers-402 will verify individual eligibility and ensure NEC-4402 is awarded. 

Important:  Bear in mind that Tracking NECs are different than regular NECs.  Commands will not see this Tracking NEC on their Enlisted Distribution and Verification Reports.  These NECs simply provide an easily recognizable means of tracking a set of individuals.
