An availability report (AVAIL) is the communication to the Assignment Control Authority (ACA) that a member requires assignment/reassignment. It’s used as a key element to notify the ACA or anyone else with a need to know, why a member has become available for transfer and provides a means for the ones that process pay and personnel documents to properly track a member after AVAIL submission for receipt of BUPERS orders or other disposition.
Whether assigned as a student or former student at a training command, assigned to a transient activity or a permanent duty station, these are members who are not considered as rollers at the end of their normal tour of duty.
