The Surface Engineering Community is comprised on seven 9 rates - Electrician's Mate (EM), Engineman (EN), Damage Controlman (DC), Gas Turbine Systems Technician, Electrical (GSE), Gas Turbine Systems Technician, Mechanical (GSM), Gas Turbine Systems Technician (GSCS), Hull Maintenance Technician (HT) Machinery Repairman (MR) and Machinist's Mate (MM).  The Surface Engineering Community establishes and administers all personnel policies associated with the Surface Engineering Ratings; plans and administers all enlisted accession, school ("A" and "C") seat planning and advancement; determines need and sets levels for special pay and bonuses.
