The Navy Reserve Three Year Recall Program was established to:

  1. Fill Reserve Personnel Navy (RPN) billets to accomplish the Reserve management mission, and
  2. offer active duty opportunities to Reserve Officers to enhance their Selected Reserve careers.

These billets are essentially FTS billets in which:

  1. no FTS Officers are currently available to fill them, or
  2. there are no FTS Officers with the billet's designator; i.e. 1440, 1610, 1650, 2X00, 5100, or
  3. a SELRES Officer's experience/perspective are particularly well-suited for the billet, i.e. a billet at Employer Support of the Guard and Reserve (ESGR).

Coordinating with the FTS Officer detailers, Pers-9 advertises the billet as a recall opportunity for SELRES Officers. Advertising is accomplished via NAVRESFOR message traffic.  PERS-92 advertises each available recall utilizing the RESFOR list serve announcements.  Generally, opportunities will be advertised for at least one month before an established application deadline.

Applications should be submitted per MILPERSMAN 1132-010 and the sample application letter format. The applicant's official record in the Electronic Military Personnel Record System (EMPRS) is used as the main source of information so there are minimal enclosure requirements. Nevertheless, we request a 1 to 3 page military/civilian resume' and recommend copies of any correspondence the applicant believes has not yet been inserted into his/her record. Possible enclosures include recent FitReps, recent awards, a relatively recent photo in the current paygrade, and any training/ quals/ experience, etc., that improve the chance for selection. Applications should be forwarded through the reserve unit and Operational Support Center Commanding Officers for endorsements.

Once received, applications are assembled into a standardized package and the applicant's EMPRS record is pre-screened. Note: it is the applicant's responsibility to ensure his/her record is up to date.

Recall selection boards are typically convened during the week following the application deadline. The boards are held at the Navy Personnel Command in Millington and are usually comprised of a total of three O-5/6 officers from policy, detailing, and the billet's parent command. During the board, each board member will review every application/record and independently grade the applicant. Selectees for recall are typically notified by phone the day of selection; non-selectees are notified by letter/email.

Upon acceptance of the recall offer, the selectee will be issued 12-36 month recall orders to report in approximately 6 weeks to the billet's command. This timetable typically allows a 2 week turnover period with the outgoing officer.

If required, a fully-funded household goods movement is authorized under these orders. The selectee is also entitled to a fully-funded household goods movement at the end of the 36 month period.

Occasionally, the selectee will be required to attend a school enroute to the command. If so, this will be made part of the recall orders but will not be a reason to extend the original 36 month recall period. In keeping with the intent of the program, extensions to the 36 month period are rarely granted.

Once on active duty, recalled officers are entitled to the same benefits and privileges as any active duty officer, i.e. leave, medical/dental coverage, commissary/exchange privileges, TRICARE for dependents, SGLI, etc. If eligible, recalled officers are entitled special pays such as Aviation Career Incentive Pay (ACIP), i.e. flight pay, etc. However, recalled officers are not entitled to any special bonuses such as Aviation Career Continuation Pay; these are authorized only for officers in career programs. Additionally, recalled officers accrue 1 retirement point for every day they are on active duty under this recall.

Under this program, officers are recalled to fill a specific billet for 36 months. Recalled officers will not be moved during this period.

With approximately 6 to 8 months remaining on active duty, the recalled officer will receive a letter from the Navy Personnel Command informing him/her of their upcoming Release from Active Duty (RAD). Subsequent to this letter, official RAD orders will be issued. As part of this RAD process, recalled officers are required to initiate their separation physical 80 to 90 days prior to the RAD date.

Back-to-back recalls in RPN billets are not authorized, however, occasionally a recalled officer is selected for a follow-on assignment into a regular Navy billet.  If this occurs, Pers-9 will coordinate with the regular Navy detailer to prevent any break in service going from the RPN billet into the regular Navy billet.

Finally, the provisions of the Uniformed Services Employment and Reemployment Rights Act (USERRA) of 1994 (Chapter 43, Title 38 U.S. Code) apply to this recall. For more information on USERRA, select   "THE LAW: USERRA".
