It is the LDO/CWO community managers' job to monitor the entire community to ensure fairness for selection opportunity, maintain stability within each designator, and plan for future needs and strengths of each community to support the mission of the Naval Reserve.  Openings in each designator will fluctuate year to year, depending on allowance, onboard strength, pending retirements, and program needs.
