To be eligible to request frocking, officers must be on a selection list for the higher grade, confirmed by the Senate (for Reserve O-6s) and occupying or ordered to a billet for the higher grade. Additional guidance and requirements are outlined in SECNAVINST 1420.2

REQUESTS FOR SELRES PERSONNEL TO BE FROCKED MUST ALSO PROVIDE A COPY OF THEIR ORDERS.  INTEL FROCKING REQUESTS MUST HAVE A RIAC APPROVED ENDORSEMENT PRIOR TO SUBMISSION TO PERS-92.

All applications MUST be sent via the Echelon IV command or above verifying the billet for the higher grade which the officer occupies and to which the officer is ordered and the billet title, that qualifies the officer for frocking.
