    What documentation do I need to submit in an FTS package?

    FTS RECALL CHECKLIST

    PLEASE SUBMIT PACKAGE IN THIS ORDER

    1. NAVPERS 1306/7 signed by applicant and Commanding Officer.
    2. First Endorsement Letter (MILPERSMAN 1306-1502 - Exhibit 1)
    3. Enclosures

      - last three Evaluations (NAVPERS 1616/26)

      - Last three Physical Fitness Assessment (PFA) results* 

      - DD-214

      - Family Care Plan for Single Parents or Military married to Military

      - PG 4's or equivalent NAVPERS 1060/604 (or equivalent-ESR)

    *NOTE - if missing,  submit a PG 13 or memo from PRT Coordinator explaining why documentation is not in PRIMS.

    CHANGE OF RATE PACKAGES

    Medical documentation to substantiate medical qualification (This is applicable only for Sailors requesting rate changes that have specific medical requirements - ie. - normal hearing,   correctable 20/20 vision,  normal color perception,  etc.)

    FTS RECALL PROCESS

    • Submit package via guidance in MILPERSMAN 1306-1502
    • Packages are reviewed on a quarterly basis via approval board.
    • Packages are due to PERS-913 by the first business day of the last month of each quarter.
    • After board is complete, allow up to two weeks for results via naval message traffic to your command.

 I want to apply for more than one rating. Is this authorized?

Due to the increased high demand, and with a very limited amount of quotas available for applicants into the FTS program, applicants can only submit up to two (2) FTS packages for consideration.  Please be advised that a Sailor must be counseled for each rating that the member is applying for, and ensure that the applicant has met all requirements related to the rate that the member has applied. Packages must be submitted with the specific rate(s) annotated on the NAVPERS 1306 and the CO's endorsement.

I am a REGNAV Sailor and I have an approved PTS quota. Can I submit an FTS package?

PERS-913 no longer processes active component Sailor's request for conversion into the FTS program. This includes all service members with approved PTS quotas to convert to FTS.  This function is now processed through Fleet Ride/PTS.  For further assistance, please contact the PTS helpdesk at (901)874-2102, or email FleetRIDE_Help_Desk@navy.mil. I am an Engineman (EN) and desire to covert to another FTS rating due to the realignment of the EN and MM rating.  What do I need to do?

Please see the Command Career Counselor for details.  The Sailor must be counseled for the rating that the member is applying for, and ensure that the applicant has met all requirements related to the rate that the member has applied. Packages must be submitted with the specific rate(s) annotated on the NAVPERS 1306 and the CO's endorsement.  Please submit packages directly to the respective Enlisted Community Manager the member is applying for.  For more details pertaining to the realignment, please review NAVADMIN 382/12.

I was told that I would have to take an administrative reduction in rate in order to come into the FTS program. Why?

We periodically receive applications from highly qualified applicants for ratings in the FTS program that are already adequately manned. In cases like this, if the next lower pay grade has billets available, we may approve the member's request to come into the FTS program contingent upon accepting administrative reduction to the next lower pay grade. This action is completely voluntary. Personnel who choose to accept reduction in rate may request a time-in-rate waiver from BUPERS (PERS 812) to compete in the next Navy-wide advancement exam. Contact PERS-812 for additional details.

Are FTS eligible for the Selective Reenlistment Bonus (SRB) or other incentives?

Yes, applicants may be eligible for a variety of bonuses and incentives, including SRB, Special Duty Assignment Pay (SDAP), Assignment Incentive Pay (AIP) or Enlisted Bonuses (EB).

    How long does it take to process a FTS conversion/recall request?

    NAVPERSCOM (PERS-913) selects members for FTS on a quarterly basis, provided quotas are available.  Packages are due to PERS-913 the first business day of the last month of each quarter (i.e., December, March, June, and September).  Packages not received prior ot the first business day of the board month will be retained for consideration during the next board.  Additionally, FTS results may take up to two weeks after board convenes.  Results are posted via Navy message.

    When can I apply for the FTS program?

    SELRES members may apply at any time. Submit applications via the Commanding Officer of your Naval Reserve Activity (not your reserve unit CO) to Pers-913. 

    Regular Navy personnel may apply when the quotas are posted for the upcoming fiscal year in which their EAOS and PRD occur.  Perform to Serve (PTS) is applicable to first term personnel.  PTS members desiring FTS are required to request FTS on their PTS application.  Traditional FTS Conversion/Recall applications must be submitted on a NAVPERS 1306/7 with enclosures as specified in MILPERSMAN 1306-1502.

    I am interested in returning to active duty, what are my options?

    Depending on your age and qualifications you may have several options.

    These include:
       (a) Applying for recall to active duty into the FTS program.
       (b) Applying for ADSW. Contact PERS-480C.
       (c) Contact your local Navy Recruiter.

    How do I find out what billets are available in the FTS program?

    FTS enlisted personnel serve in administrative and operational billets at Naval Reserve Centers, Naval Air Reserve Centers, Personnel Support Detachments, Naval Reserve ships, and Naval Reserve squadrons. While most billets are in CONUS, some overseas billets on major staffs are available. 

    I was told that I would have to sign my enlistment contract in the FTS program before I could receive orders. Why?

    The FTS detailers are unable to issue orders to a FTS billet until the member is coded as a FTS in the Enlisted Master File. Members approved for accession negotiate prospective orders with the FTS detailer prior to executing the enlistment contract so that they know in advance what their orders will be.

    I was told that there were opening for the FTS program, but when I applied my request was disapproved because of "no requirements."

    The FTS enlisted community includes 12,000 Sailors in a variety of ratings. Some ratings have well over a thousand Sailors while others may have less than 200. Various factors such as advancement exams and recalls of other qualified applicants may limit the opportunity for recall into specific FTS ratings. Applicants who have been disapproved due to manning limitations/restrictions are encouraged to check back periodically in the event of increased opportunities.

    I converted from USN to FTS, but my branch/class status was incorrectly entered. What do I do?

    Contact the Enlisted FTS Monitor and provide the specific details.
