ADT for IRR Members
Active Duty for Training (ADT) is intended to enhance or refresh existing skills that support military operations or future mobilizations. ADT is authorized for Individual Ready Reserve (IRR) members to allow full-time attendance at organized and specialized skill, professional development, refresher, and proficiency training. Emphasis is placed on those skills most likely to be needed during the first 30 days after mobilization.
NOTE: The primary purpose of ADT is to maintain mobilization readiness and sharpen military skills. As such, IRR members utilizing ADT are assumed to have mobilization interest and may be contacted with recall opportunities. Mobilization from the IRR is currently on a voluntary basis.
ADT is normally authorized for 12 days (max of 29 days per year) or as otherwise approved. See BUPERSINST 1001.39 (Series), Chapter 3, Paragraph 312 for more information. Navy Personnel Command (PERS-93) is responsible for processing ADT requests for IRR members.
ADT requests that meet the following guidelines will be prioritized and considered for approval:
The ADT opportunity request represents a bona fide training opportunity that will enhance or refresh existing skills that support military operations or future mobilizations. Member possesses skills or ratings identified in war plans or are in undermanned rates or skills.
*** ADT IS NOT AUTHORIZED TO SUPPORT MANNING SHORTAGE AT ACTIVE DUTY COMMANDS.
ADT requests will not normally be approved for:
- Members with greater than 20 qualifying years of service for retirement.
- Members who are within six months of expiration of obligated service or within six months of maximum age limitations.
- Officers who have twice failed to select (FOS).
- Non-rated E-3 and junior Sailors.
- ADT that crosses two fiscal years.
- Overseas ADT.

ADT requests require justification in a "Mission Support Letter" from the gaining command, on command letterhead, requesting ADT support and providing any special reporting information or requirements. Please Click Here for a sample mission support letter. A minimum of four weeks (CONUS) and eight weeks (OCONUS) is required for processing ADT request.
NOTE: IRR members do not enter your own orders in NROWS.
IRR members must meet the following minimum requirements be eligible for ADT:
Negative HIV test results within two years preceding the start of ADT.
A complete and current Navy physical examination, DD-2808, Report of Medical Examination, within the last 5 years.
Dental Screening using the DOD Reserve Forces Dental Examination form DD-2813, within 12 months preceding the start of ADT.
Must be a satisfactory performer in the Ready Reserve.
Possess the security clearance required for the proposed duty assignment.
The ADT request will be processed through various stages to obligate funds for transportation, pay, and expenses. Any necessary Government Travel Request (GTRs) or other transportation arrangements will be made during this process. When this process is completed, we will mail or e-mail all required documents to the member within 10 days of the start of ADT.
Modification to ADT orders including travel arrangements prior to execution must be initiated by contacting PERS-93. Modifications during ADT should be made through the servicing Personnel Support Detachment. When possible, it is recommended that any modifications to orders be made before the start of the ADT period.
Once ADT has been completed, contact PERS-93 within five days for directions on submitting your travel claim and documents for payment.
