The ESR provides individual sailors, Personnel Support Detachments (PSD), Personnel Offices that are service record holders (PERSOFF), Navy Operational Support Centers (NOSC) and customer commands of PSD(s) with secure worldwide internet access to personnel, training and awards data. The ESR replaces the paper service record as the single
field level data entry point for service record maintenance.
It is imperative that the ESR contains accurate and up-to-date information since its contents are reflected in data and documents considered by selection boards and other decision makers which affect the member’s career.
Navigating Within the ESR
The
ESR Desk Guide is designed to assist command representatives that have been granted authority to enter, verify, or approve service record entries. This guide should be used in conjunction with ESR Quick Reference Guide.
The ESR Desk Guide also provides disposition instructions for printing document(s) "hard copy" that are to be forwarded to Navy Personnel Command (NPC) for filing to the OMPF record in accordance with the MILPERSMAN and BUPERSINST 1070.27.
Note: If the command is using the Electronic Submission Application (eSubmission) then the required documents should be electronically submitted to the OMPF on the date it is required to be submitted.
The ESR Training Guide for Sailors & Commands will assist the member and command representative with navigating to the various links, sections, and pages within the ESR. It provides an overview of the contents as it relates to the OMPF.

Establish "Self-Service" ESR Account
Every Sailor Officer and Enlisted (less Individual Ready Reserve (IRR)) should establish a "Self-Service" ESR Account. Having a Self-Service account is necessary for updating emergency contact information and other personal information. Additionally, the member can access PCS travel information and, review their entire field service record (FSR) without leaving their desk.

Official Military Personnel File (OMPF) - My Record
Members with a CAC card and BOL access can also access and view their own OMPF record real-time through the BOL Application Menu, the same documents they see on the CDROM that they order (formerly the microfiche record).
