Officer Subspecialty System.  The Officer Subspecialty System is an integrated manpower and personnel classification & control system.  It establishes criteria and procedures for identifying officer requirements for advanced education, functional training, and significant experience in various fields/disciplines/billets.  The Subspecialty System is also used to identify officers who acquire these qualifications.  The system of matching billets and officers creates a demand signal generating the Navy's advanced education requirements. 

Officer subspecialty codes provide the Navy with a means to track specific skill sets beyond those described by an officer's designator.  Those with subspecialty codes are eligible for an array of challenging assignments throughout the Navy.

To update your ODC in accordance with policy, have the University send an official sealed transcript for entry into your record.  If you picked up a sealed transcript locally, you can also send this to the address below (it must remain sealed).  This ensures the highest quality of your permanent file for viewing on the OMPF.  PERS-45 also accepts electronic transcripts direct from the registrar sent to PERS-45E to, but with NMCI limitations, this has a 50% success rate.  Here is the regular hard address for all others to be sent:

As soon as it arrives, the degree will be entered into your ODC/personnel databases (OPINS/IMAPMIS).  A general subspec code will be added for each accredited Master’s degree.  The transcript is then sent over to PERS 313 to be scanned into your viewable record (official military personnel file or OMPF).  You can see it in about 6-8 weeks via BOL/OMPF.
