What is the minimum number of evals that must be included on a Sailor's FR-PTS application?
NAVADMIN 352/10 only addresses the 5 most recent evaluations in the paragraphs that apply to the algorithm that will be used to rack and stack Sailors. The current MILPERSMAN (1160-040); released in 2006 in support of legacy PTS, has not yet been updated and only requires that the most two evaluations be submitted. Although it was not as clear as it should have been, the intent of MILPERSMAN 352/10 was to increase the minimum evaluation submission requirement from 2 to 5. In preparation for the release of MILPERSMAN 1160-140 it is highly recommended that CCCs begin including the members most recent 5 evaluations in all PTS applications immediately. Below is an excerpt from the draft MILPERSMAN (1160-140) which clearly explains the upcoming requirement:
"FR-PTS applications must include the Sailor's five most current evaluations (NOB evaluations are to be included, but are not used in the calculation of the evaluation average). In cases where the Sailor does not have five evaluations, include a brief description of the reason in the "NOTES" section of the application. Failure to include all applicable evaluations will result in invalidation of the application by the ECM. First Term Sailors who have not received a regular periodic evaluation require a special evaluation.
ECMs and FR-PTS Helpdesk have been receiving a lot of phone calls and emails regarding existing PTS policy. Just a reminder: If a Sailor receives a PTS quota based on a SPEC CIRC application and subsequently allows an extension on their current contract to go operative their PTS quota will be considered used.
Moreover, if a Sailor has an approved PTS quota and signs paperwork for an extension (i.e., executes the extension) their PTS quota will also be considered used.
Sailors in ratings affected by ERB and were selected for retention must still apply via FR-PTS in accordance with established guidelines. The ERB did not give these Sailors the authorization to reenlist or extend.
INRATE quotas will be granted to qualified Sailors advanced via the Navy-Wide Advancement Exam (NWAE) within 12-months of SEAOS, based on an eligibility date to be established by BUPERS-32. For the September 2011 NWAE, the eligibility date is 1 December 2011. The March 2012 NWAE will be the last examination used for possible automatic INRATE PTS quotas. This is an update based on the 9 April 2012 PTS Business Rules which extended the automatic INRATE policy from September 2011 NWAE to March 2012 NWAE. NOTE: In order for a Sailor to receive an automatic INRATE PTS quota, the Sailor's chain of command must contact the respective ECM directly (via phone call or email) to obtain the automatic INRATE PTS quota for their Sailor(s). Sailors who have previously indicated intent to separate either directly or failing to OBLISERV must contact their Enlisted Community Manager via their chain of command to request PTS quota. Sailors advanced via the Command Advancement Program (CAP) will not receive an automatic INRATE quota.
FR-PTS DATABASE POSTING OF RESULTS

As of October 2010, any action that changes a Sailor's Current Enlistment Date (CED), End of Active Obligated Service (EAOS/SEAOS) will constitute utilization of a FR-PTS quota. FR-PTS program will still reflect historical data of "Approved". However, the Navy Enlisted System (NES) and LOPG will reflect nothing (blank)
FR-PTS status which means the Sailor will need a new FR-PTS approval.
FR-PTS results will be populated in the Navy Enlisted System (NES)/Enlisted Assignment Information System (EAIS). Other systems such as CMS-ID and the Personnel On Line Listing (POLL-commonly referred to as LOPG) will receive updates from NES with the appropriate PTS Status Codes. Commands are strongly encouraged to check both LOPG and Fleet RIDE to ensure that both systems reflect the same status. The FR-PTS program and NES, CMS-ID and LOPG are not connected and may contain conflicting information (e.g., FR-PTS may show an approved quota while NES does not). In such instances, commands shall contact the applicable Enlisted Community Manager (ECM) for amplifying information. All systems must reflect an approved quota prior to executing any change to an enlistment contract requiring FR-PTS approval.
Future FR-PTS enhancements will include the creation of a new
FR-PTS status of "executed", this will indicate to the command that the quota has been used.

Q:When looking at the rates for conversion, it would be nice to only have the rates that are currently available during that cycle.
A: The rates displayed in the conversion choices drop-down are limited to those rating in which a quota exists and the Sailor is qualified. The list is a match with those ratings displayed on the Sailor's qualified jobs screen. The eligible job list will reflect convert out/convert in quotas and how many applicants have applied.
