Welcome to the GI Bill Programs Branch Web Site.  

This office is located at the Navy Personnel Command, Naval Support Activity Mid-South in Millington, Tennessee.  PERS-314 centrally manages all of GI Bill Programs for the Navy.  We maintain liaison with the Department of Veterans Affairs in regard to any policy or legislative action affecting educational benefits.  We also are responsible for  policy on GI Bill Programs and providing information to Navy active duty and veteran personnel in regard to their educational entitlements.

Post 9/11 GI Bill (Chapter 33):

Service Obligation Exemptions for Post 9-11 GI Bill Transfer expired on 1 Aug 2013

There were exemptions to the 4-year service obligation based on a member's retirement eligibility date (the completion of 20 years of active service or 20 qualifying years of reserve serve, if retiring from the Reserves).

If you were Retirement Eligible:             Service Obligation

Before 1 Aug 09                                     None
After 1 Aug 09/Before 1 Aug 10                1 Year
After 1 Aug 10/Before 1 Aug 11                2 Years
After 1 Aug 11/Before 1 Aug                    3 Years

These exemptions expired on 1 Aug 2013.  THERE WILL BE NO WAIVERS OR EXCEPTIONS TO THIS POLICY! 

All members requesting transfer of Post 9-11 GI Bill benefits after 1 Aug 2013 will incur a 4-year service obligation, unless they fall under the category of having 10 years of service on the date of election, and are prevented from obligating the four additional years due to standard policy (Service or DoD) or statute.  Examples of exemptions are for HYT, O-4’s who twice failed to select, members being separated/retired due to Continuation Board or ERB, etc.   These members must agree to stay in to the maximum time allowed by such policy or statute.

This only applies to members who have not already had their Transfer of Education Benefits application approved.  If your request has been approved, you do not have to worry about the additional service.
