The vision of the Department of the Navy (DON) is to develop and effectively utilize a fully integrated workforce -- consisting of military service members (active and reserve), government civilians, contractors, and volunteers -- to execute the Naval mission, with the right person, doing the right work, at the right time, with the right training, at the best value.
Department of the Navy (DON) Force Management Oversight Council (FMOC)
In 2003, the Assistant Secretary of the Navy (Manpower and Reserve Affairs) established the DON Force Management Oversight Council composed of the military and civilian manpower-personnel leadership of the DON. The FMOC provides advice and support to the Assistant Secretary in his oversight role on all matters of broad policy for all DON military (active, reserve, and retired) and civilian personnel.
FMOC Strategic Plan
The FMOC developed its Strategic Plan for 2008-2013, identifying the top ten policy priorities for developing and utilizing the total Naval workforce in support of the Naval mission. Seven of the ten priorities have been designated as Human Capital Strategy Enablers, key initiatives for facilitating the transformation Naval Human Capital Management
