CMDCM(AW/SW) Roy B. Carter Sr                  

            Command Master Chief

          Command Master Chief Carter is a native of Chicago Illinois and graduated from George Washington Carver High School in 1986.  He enlisted in the Navy September 17, 1986 and attended basic training at Recruit Training Command Orlando, FL.

          Master Chief Carter’s military schools include Storekeeper Class “A” School in Meridian, MS; Class “C” School SNAPII Supply and Financial Management Supervisor, San Diego, CA; Hazardous Materials Supervisor Course, Yokosuka JA; Navy Orientation Recruiting University, Pensacola FL; R-Supply Advanced Technical Specialist and R-Supply Force Level Supervisor’s Course, Norfolk, VA; Instructor Training Course, Kings Bay, GA; Senior Enlisted Academy Blue Group, Newport, RI; CMC/COB Course, Newport, RI (Class 120).

           Previous sea duty assignment’s include:  USS Towers DDG-9, USS Blue Ridge LCC-19, USS Roosevelt DDG-80, USS Nassau LHA-4 and an IA with JTF-B Honduras, Soto Cano Air Base.  During his sea time, he completed 12 deployments to the North Atlantic, South Atlantic, Pacific, Mediterranean and Persian Gulf.

           Shore tours include:  Chief of Naval Air Training, Corpus Christi, TX; Commander Fleet Activities Yokosuka, JA; Navy Recruiting District Chicago, IL; Afloat Training Group, Mayport, FL; Fleet Logistics Center Jacksonville, FL.

          Master Chief Carter is a qualified Enlisted Surface Warfare Specialist, Enlisted Aviation Warfare Specialist and Afloat Training Specialist. His personal awards include the Joint Commendation Medal, Navy and Marine Corps Commendation Medal (five awards), Navy and Marine Corps Achievement Medal (four awards), Good Conduct Medal (seven awards) and various other service awards.

           Master Chief Carter has earned a certificate in Advanced Logistics and Technology from the University of North Carolina, Kenan-Flagler Business School, Certified Logistics Technician and Certified Logistics Associate from MSSC and ANSI Accreditation, Associates of Arts from the University of Maryland; Bachelor’s of Science in Education from the Southern Illinois University and a Master’s of Arts in Procurement and Acquisitions Management from Webster University and is currently pursuing an MBA from Webster University.
