Commanding Officer

CAPT Joseph A. Rodriguez, a native of Bronx, New York, grew up in Bayamon, Puerto Rico, and enlisted in the U.S. Navy in December 1979. He attended recruit training in Orlando, Florida followed by Aviation Electrician’s Mate training in Millington, TN in March of 1980. Upon graduating, AEAN Rodriguez was assigned to Attack Squadron FIFTY TWO, NAS Whidbey Island where he completed two deployments to the Indian Ocean and the Persian Gulf onboard USS KITTY HAWK (CV 63) and as a plank owner onboard USS CARL VINSON (CVN 70). In 1984, he transferred to the Fleet Replacement Squadron (FRS) VA-128. Assigned as an in-rate instructor, he quickly excelled ahead of the pack and received his Enlisted Warfare pin, and was selected as FRS Sailor of the Year and NAS Whidbey Instructor of the Year. Additionally, he completed his Bachelor’s degree (B.S.A.S) in Aeronautical Science from Embry Riddle University. In 1987, AE1(AW) Rodriguez transferred to Attack Squadron 155 where as a plank owner he implemented all programs required to standup an AE work center. His hard work led to his selection as Sailor of the Year and subsequent selection to Chief Petty Officer. In 1988, he completed a short deployment onboard USS INDEPENDENCE (CV 62), and participated in workups for USS SARATOGA (CV 60). In 1989, he was selected to the Limited Duty Officer Program. In 1990, he participated in the USS RANGER (CV 61) work-ups and deployment in support of Operation DESERT STORM.

Commissioned to Ensign in February 1991 he was assigned as Maintenance/Material Control Officer in Attack Squadron 75, completing work-ups and a deployment onboard USS JOHN F. KENNEDY (CV 67) to the Persian Gulf and the Adriatic Sea. During his tour, VA-75 was awarded the 1992-93 CNAL Battle “E” and Safety Awards as well as the coveted McClusky Award for best Attack Squadron in the Navy. LTJG Rodriguez’ next tour was as Support Equipment, Power Plants and Avionics Officer in Aircraft Intermediate Maintenance Department, NAS Oceana. He was an integral part of the BRAC 95 agenda and was instrumental in the smooth transition of fighter aircraft from NAS Miramar. In 1997, he reported to Strike Fighter Squadron 82 in Cecil Field, Florida where he served as MMCO and Assistant Maintenance Officer while deploying onboard USS GEORGE WASHINGTON (CVN 73) to the Persian Gulf in support of Operation SOUTHERN WATCH. During this tour the squadron was awarded the 1997-1998 CNAL Battle “E” and Safety Awards.

In 1999, he transferred to the COMNAVAIRLANT Aviation Maintenance Management Teams. As team OIC he conducted and led over 150 maintenance program/process inspections throughout all Atlantic Fleet activities. Following this tour, he reported to Commander, Carrier Air Wing EIGHT as CAG Maintenance Officer where he deployed onboard USS ENTERPRISE (CVN 65) in support of Operations ENDURING FREEDOM and SOUTHERN WATCH, and on a no-notice surge deployment onboard USS THEODORE ROOSEVELT (CVN 71) in support of Operations IRAQI FREEDOM and NORTHERN WATCH.

In 2003, after successful back to back combat deployments, he transferred to the Office of the Chief of Naval Operations, Fleet Readiness Division (N43) where he served as the Aviation Readiness Action Officer. While there, he obtained his Masters Degree in Information Technology (M.S.I.T) from Tourou University. In 2007, he transferred to NAS Oceana where he served as the final Officer in Charge, Aviation Intermediate Maintenance Department Oceana. He transitioned to Fleet Readiness Center Mid-Atlantic serving as the Production Officer, overseeing five geographically dispersed FRC detachments and two depot level field teams. In 2010, he was selected to attend ICAF, where he earned a Masters in Strategic Studies and Resourcing. He then transferred to the Office of the Naval Inspector General as Assistant for Fleet Aviation Maintenance. In February of 2013, he reported to Fleet Readiness Center Mid-Atlantic as Executive Officer, and since July of 2014, has served as Commanding Officer.

CAPT Rodriguez’ personal awards include six Meritorious Service Medals, four Navy Commendation Medals, five Navy Achievement Medals and various unit and campaign awards.
