Captain Boyer is a native of Pennsylvania and a 1986 graduate of Oregon State University. He received his commission through the Aviation Officer Candidate School in Pensacola Florida in September 1986 and was designated a Naval Aviator in Meridian Mississippi in May 1988. Upon completion of F/A-18 training in Lemoore California he was subsequently forward deployed in Japan to the “Dambusters” of VFA-195 in June 1989. While on board the USS MIDWAY (CV-41), Captain Boyer participated in Operation DESERT SHIELD and Operation DESERT STORM in 1991. The air wing later transitioned to USS INDEPENDENCE (CV-62) and made one deployment in support of Operation SOUTHERN WATCH. He also attended Navy Fighter Weapons School in the spring of 1991.
In December 1992, Captain Boyer joined the “Black Birds” of VF-45 in Key West Florida as an adversary pilot flying the F-16, F-5, A-4, and F/A-18. The next tour was an assignment to Carrier Air Wing THREE as CAG Strike Operations. He flew with the VFA-105 “Gunslingers” and made one deployment onboard USS THEORDORE ROOSEVELT (CVN-71) in support of Operation SOUTHERN WATCH. Captain Boyer then reported to the VFA-83 “Rampagers” in Jacksonville, Florida. He served as the squadron’s Maintenance and Operations Officer during a summer Mediterranean cruise embarked in DWIGHT D. EISENHOWER (CVN-69) flying in support of Operations DELIBERATE GUARD, DELIBERATE FORCE and SOUTHERN WATCH.
Captain Boyer reported to the Joint Warfare Analysis Center in Dahlgren, Virginia in December 1999. He served in the J-3 Directorate as a Branch Chief and the COCOM Team Chief for the Commander, U.S. European Command Team. He finished his tour as the Deputy Director, Plans and Policy Directorate.
In August 2003, Captain Boyer reported to the “Mighty Shrikes” as Executive Officer of VFA-94 on deployment aboard USS NIMITZ (CVN-68) supporting Operation IRAQI FREEDOM. In January 2005 he assumed command of the squadron, leading the squadron on a deployment aboard USS NIMITZ (CVN-68) supporting Operation IRAQI FREEDOM.
In January of 2006 Captain Boyer reported to the staff of the Director, Navy Staff, eventually serving as Executive Assistant to the Director, Navy Staff. He departed in July of 2008 to attend the Marine Corps War College in Quantico, Virginia and graduated in June of 2009 with a Master of Arts in Strategic Studies.
Captain Boyer most recently served as Deputy Commander, Carrier Air Wing ONE and assumed the duties of Commander, Carrier Air Wing ONE on 15 August 2012.
Captain Boyer has accumulated over 3,800 flight hours and 1,000 arrested landings. His decorations include the Legion of Merit, the Defense Meritorious Service Medal, the Meritorious Service Medal, four Strike Flight Air Medals, four Navy Commendation Medals one with a Combat Distinguishing Device, and various other unit and service decorations.
