Executive Director, Mr. Jim BeebeMr. Jim Beebe entered the senior executive service and became the first Executive Director for Commander, Naval Air Forces in March 2009.  Mr. Beebe directly supports the Commander, Naval Air Forces who is responsible for the Navy’s 11 aircraft carriers, 3800 Navy and Marine Corps aircraft and over 100,000 professionals supporting our Naval Air Forces.

 Prior to reporting to Commander, Naval Air Forces, Mr. Beebe served as the Executive Director for Fleet Maintenance, U.S. Pacific Fleet responsible for the planning, programming, budgeting and execution of the Pacific Fleet Ship Maintenance budget of approximately $2.6 Billion dollars representing approximately 33% of the Pacific Fleet’s annual operating budget.

Mr. Beebe began his professional civil service career in 1982 as a Nuclear Shift Test Engineer at Pearl Harbor Naval Shipyard. He was promoted as the Shift Test Engineer Division training branch head in 1984 responsible for the training, qualification and re-qualification of over 85 nuclear Shift Test Engineers and Chief Test Engineers.

After 5 years with the shipyard, Mr. Beebe accepted a position at the headquarters of the Commander in Chief, U.S. Pacific Fleet Headquarters as the Fleet Intermediate Maintenance Manager.  His responsibilities included the management of 8 submarine and surface ship tenders/repair ships and 7 Shore Intermediate Maintenance Activities supporting the Pacific Fleet.  He led major Navy efforts to streamline maintenance through the Maintenance Interoperability Initiative the prelude to efforts that has regionalized all ship maintenance in our Navy.  His efforts were recognized by his receipt of the Federal Manager of the Year Award for the State of Hawaii in 1993.

In 1995, Mr. Beebe was promoted and reassigned to the Resources, Requirement and Assessments Directorate of Commander in Chief, U.S. Pacific Fleet where he served as the Fleet Director of Assessments.  He returned to the Ship Maintenance Directorate in 1998 and served in several capacities to include Director of Surface Ship and Aircraft Carrier Maintenance, Director of Submarine Maintenance and Fleet Maintenance Business/Financial Manager.

Conjunctively with his Civil Service career Rear Admiral Beebe served as a nuclear submarine officer on two ballistic missile submarines and a fast attack submarine affiliating with the Navy Reserves in 1981. His service included command of five reserve unit to include 3 major commands.  Upon selection to Flag in 2002 he served as Director, Submarine Reserves, Deputy Commander, Submarine Force U.S. Pacific Fleet and Deputy Commander, Navy Region Hawaii retiring in October 2007 following 32 years of service.

Mr. Beebe is a native of Wahiawa, Hawaii and a graduate of the U.S. Naval Academy, class of 1975 receiving a bachelor’s degree in Ocean Engineering.  He is a graduate of several National Defense University and Naval War College courses and the Department of Defense Executive Leadership Course.  He is the recipient of the Legion of Merit and several other personal and unit awards from his uniformed service and the Navy Civilian Superior Service Medal.
