Captain Jim McGovern
Chief of Staff, Navy Expeditionary Combat Command
CAPT McGovern is a native of Virginia Beach, Va., and was commissioned as an ensign through the Reserve Officer Training Corps in December 1988. He earned a Bachelor of Arts Degree in History from Norfolk State University and a Master of Science Degree from the Industrial College of the Armed Forces.
CAPT McGovern’s operational assignments include services as Division officer aboard USS Barnstable County (LST 1197) and USS Typhoon (PC 5).
During his tour as Department Head, McGovern was 1st Lt on USS Fort McHenry (LSD 43), USS Belleau Wood (LHA 3) and USS Essex (LHD 2).
CAPT McGovern commanded the USS KINGFISHER (MCH 56), USS CARTER HALL (LSD 50) and USS IWO JIMA (LHD 7). While serving aboard USS CARTER HALL (LSD 50), he was privileged to lead the crew which earned the Battle Efficiency Award and conducted counter-piracy operations in the Gulf of Aden, Red Sea, and off the coast of Somalia.
CAPT McGovern’s assignments ashore include Instructor Surface Warfare Officer’s School Command, Division Officer Course; Commanding Officer, Navy Operational Support Center, Baltimore, MD; Branch Head for Surface FTS assignments, (Pers-417); and U.S. Joint Forces Command, Joint Reserve Directorate.
CAPT McGovern has earned various personal and unit awards, but is most proud of the 6 Battle Efficiency awards the ships he has served aboard have won, as they represent the collective team work and effort of each and every crew member.
