Lt. Cmdr. Victor Spears was born in National City, Calif. Following graduation from Samuel F. B. Morse High School in 1992, Lt. Cmdr. Spears reported to the United States Naval Academy. Lt. Cmdr. Spears graduated from the United States Naval Academy with a Bachelor of Science Degree in Computer Science in 1996 and was commissioned an ensign, United States Navy.
Following attendance at the Cryptologic Division Officer Course in Pensacola, Fla., Lt. Cmdr. Spears reported for duty at Naval Security Group Activity (NSGA) Fort Meade, Md., as a direct support officer in 1996. During his first year at NSGA Fort Meade, Lt. Cmdr. Spears deployed aboard three Atlantic Fleet combatants supporting operations for Joint Interagency Task Force – USS Grayling (SSN 646), USS Baltimore (SSN 704), and USS Sand Lance (SSN 660). Lt. Cmdr. Spears then assumed division officer duties standing up the Maritime Cryptologic Database Facility.
In January 2000, Lt. Cmdr. Spears reported to Naval Postgraduate School in Monterey, Calif. Lt. Cmdr. Spears graduated in March 2002 with a Master of Science Degree in Modeling, Virtual Environments, and Simulation (a combined Computer Science and Operations Research curriculum).
Lt. Cmdr. Spears reported to NSGA Pensacola, Fla., in May 2002 as the Assistant Operations Officer and then Operations Officer. Lt. Cmdr. Spears assisted in expanding the command’s Computer Network Operations mission supporting both National and Fleet requirements.
In October 2004, Lt. Cmdr. Spears reported to United States Naval Central Command / U.S. 5th Fleet in Bahrain as the Assistant Collection Manager and SIGINT Collection Manager. Lt. Cmdr. Spears also had the opportunity to simultaneously serve as the Human Intelligence (HUMINT) Collection Manager during a critical manning shortfall.
Lt. Cmdr. Spears reported to Naval Special Warfare Command as the Force Information Warfare Officer and deputy Information Operations (IO) in February 2006, fleeting up as the director of Information Operations in November 2007.
In January 2009, Lt. Cmdr. Spears reported to OPNAV and then SECNAV, as a member of the staff for the SECNAV Advisory Panel and an Office of Program Appraisal analyst.
Lt. Cmdr. Spears reported to Navy Expeditionary Intelligence Command in August 2010 as the Executive Officer.
