Executive Officer Expeditionary Combat Readiness Center
Commander Macgregor is currently mobilized to Expeditionary Combat Readiness Center (ECRC), responsible for all Navy Individual Augmentees in support of Overseas Contingency Operations. Beginning surface and nuclear training in 1993, his sea assignment was on USS Enterprise (CVN 65) where he served as the Forward Reactor Controls Division Officer, Damage Control Division Officer, and later as the Assistant Damage Control Assistant. While on board, he qualified as Officer of the Deck, Surface Warfare Officer, as well as a certified Nuclear Trained Officer. CDR Macgregor next served as an NROTC Naval Instructor at Tulane University where he taught navigation, naval science and sailing to over 100 midshipmen.
Commander Macgregor left active duty service and joined the ready reserves in 2000 and was assigned to NR DESRON SIX out of Allentown, PA; providing operational support to several ships at the Philadelphia Naval shipyard. Commander Macgregor then transferred to NR Assault Craft Unit Four to serve as the Executive Officer and later the Commanding Officer from 2002 until 2005 providing maintenance support to the supported command (ACU 4). His next assignment was with COMSECONDFLT, JFMCC Unit as a Logistics Officer. During this period, his unit was certified as a JTF Component Commander.
In November 2006, Commander Macgregor was mobilized for 31 months to USFF in support of OEF/OIF as a Global Force Manager Action Officer planning and sourcing combat support missions to Iraq and Afghanistan. USFF is the Navy’s Executive Agent for all matters related to the Individual Augmentee process. At the same time, he was the Officer in Charge of NR Maritime Expeditionary Security Detachment 621 for three years at Raleigh, NC. With over 75 Sailors assigned, SECDET 621 continually augmented operational security missions worldwide while maintaining mobilization ready forces at home. From December 2009 to November 2012, Commander Macgregor was assigned to USJFCOM JECC providing a Global Response Force for emerging operational requirements to establish, organize, and operate a joint force headquarters anywhere around the world. Since December 2012, he concurrently serves as the Executive Officer for NR PRESINSURV providing inspection support certifying the small crafts and auxiliary force used by the Navy.
Since leaving the active duty service, Commander Macgregor was first employed as a Leading Product engineer for Lucent Technologies manufacturing laser communications equipment. Later, he was promoted to Supervisor of all product engineers in charge of $10M of monthly equipment manufactured/shipped to customers. He then took the position as a nuclear design engineer at Newport News Shipbuilding, Northrop Grumman. He single handily designed and was certified by NAVSEA 08, all the reactor compartment’s electrical cabling in the Navy’s newest aircraft carrier USS Ford (CVN 78). Since 2005, Commander Macgregor transitioned to the government service serving as the N5 Functional Integration Director at the Center for Personal and Professional Development. In 2009, he transferred to USFF as the Manpower Program and Resources Branch Head in charge the Fleet’s N1 Program Objective Memorandum (POM).
A native of Guaynabo, Puerto Rico, Commander Macgregor is a graduate of the AB Freeman Business School at Tulane University, Worcester Polytechnic Institute, Joint Forces Staff College, and Officer Candidate School. He is married to the former Jennifer Hull and has two children.
