CMDCM Stuart enlisted in the United States Navy 1986, and attended recruit training in San Diego, California. Upon completion of recruit training, he reported aboard USS Dwight D. Eisenhower (CVN 69) for his first duty station. In May 1990, he transferred to Naval Air Station, Kingsville, Texas.
Transferring to USS Nimitz (CVN 68) in October 1992 via the Shipboard Uniform Automated Data Processing System Storekeeper “C” School in San Diego, CMDCM Stuart subsequently transferred to Naval Technical Training Unit, Keesler Air Force Base, Biloxi, Mississippi. He was selected for chief petty officer in 1998.
After his tour at Keesler AFB, CMDCM Stuart was assigned to USS Grasp (ARS 51), Little Creek, Virginia. During his tour aboard the Grasp, he deployed twice to the Mediterranean Sea. He served as the leading storekeeper and senior enlisted advisor until December 2003. Upon completion of his shore tour on the Staff of Commander, Naval Surface Force, U.S. Atlantic Fleet, Norfolk, Virginia in December 2006, he reported aboard USS Bataan (LHD 5). He was promoted to master chief in April 2007, deploying with the 26 Marine Expeditionary Unit in support of Operations Enduring Freedom and Iraqi Freedom. He served as command master chief from July 2008 to January 2009. From April to December 2009, he served as CMC aboard USS Oscar Austin (DDG 79) and aboard USS James E. Williams (DDG 95) from December 2009 to January 2012. From January 2012 to January of 2013, he was assigned as command master chief for Helicopter Anti-Submarine Squadron 5, where he deployed aboard USS Dwight D. Eisenhower (CVN 69) in support of Operation Enduring Freedom. From January to June 2013, he served as command master chief at Carrier Air Wing 7, Naval Air Station Oceana, Virginia Beach, Virginia, where he deployed aboard USS Dwight D. Eisenhower (CVN 69) in support of Operation Enduring Freedom. From July 2013 to December 2015, he served as command master chief for the Naval Aviation Warfighting Development Center located at Naval Air Station Fallon, Fallon Nevada.
CMDCM Stuart is a 2004 graduate of the U.S. Navy Senior Enlisted Academy in Newport, Rhode Island, a 2009 graduate of the Command Master Chief Capstone course in Newport, Rhode Island, a 2013 graduate of the National Defense University Keystone Command Senior Enlisted Leader Course and in 2015, he completed the Naval Postgraduate School Senior Leader Seminar. He received a bachelor of science degree from Excelsior College in March 2008.
CMDCM Stuart is currently serving as the command master chief at the Naval Safety Center.
His personal decorations include the Meritorious Service Medal (three awards), Navy and Marine Corps Commendation Medal (four awards), Navy and Marine Corps Achievement Medal (four awards) and various other personal and unit awards.
