The NAVAIR 00-80T-114, NATOPS Air Traffic Control, currently states, "Commanding Officers shall establish an airfield vehicle operator's course. Organizations with vehicle operators shall ensure operators attend and successfully complete the course initially upon assignment and annually thereafter." Licensing is for vehicle operators in the Movement Areas.
In a review of 24 Navy/Marine Corps air stations in the last two years, the NAVAIR 00-80T-114 requirements for the airfield driver's course has been interpreted in many ways: from a two hour class with a test at the end, to a 30-minute brief with no testing requirements whatsoever. Some class sizes have been up to 200 people at a time, with no integrity in the testing process.
To operate safely and efficiently, airfields rely on clear communication and smooth coordination among air traffic controllers, pilots, and vehicle operators. This shared responsibility is reinforced by a system of "checks and balances" that includes: operational procedures such as pilot and vehicle operator readback of controller clearances; airfield infrastructure such as signage, markings and controller surveillance of the airfield; air traffic management such as coordination between ground and local control; and training and testing of vehicle operators.
Recommend implementing an Airfield Vehicle Operator's Course (AVOC) Instruction/Order signed by the Commanding Officer, to include violation procedures to coincide with the base driving instructions (If personnel cause a Runway Incursion, beside retraining, and potential loss of airfield driving privileges, they will be issued a ticket by security and lose points against their base driving privileges).

Recommend implementation of a Local Qualification Standards (LQS) / Local Training and Readiness (T & R). Each AVOC Course Manager will qualify instructors in each squadron/department to teach course requirements and sign off the airfield LQS / T&R. LQS / T&R also requires personnel to drive under instruction on the airfield during daytime and night time hours prior to testing for their license. AVOC Course Manager provides to the squadron/department instructors all course materials to include Vehicle Operator's Training Manual and how to download the FAA airfield driving video from: www.faa.gov/runwaysafety or www.safetycenter.navy.mil. In addition to improving driver awareness and safety, this course has the added benefit of allowing squadrons to study and train while on deployment, in preparation for testing and licensing upon return. (Airfield licenses cancel when the squadron goes on deployment).

Limit the number of airfield licenses issued to only personnel whose job requirements require them to utilize the aircraft movement areas. Include an airfield diagram on the back of the airfield license.
Recommended Airfield Marking guidance:
Develop "Hot Spot" charts to depict danger areas or blind spots on the airfield.
Install Movement/Non-movement area markings on the airfield.
Install Geographical Position Markings on the airfield to delineate vehicle access points to the movement areas.
