The Defense Senior Leader Development Program features a competency-based approach to developing senior
civilian leaders with the enterprise perspective needed to lead organizations and achieve results in the joint,
interagency, and multinational environments.
Target Audience:
GS 14, 15, or equivalent
Program Duration:
18-24 months
Cost: Much of Defense Senior Leader Development Program, including professional military education and the Defense-focused seminars, will be centrally funded by the Department of Defense. The program and components will fund the individual development. Participants will remain on the rolls of their component throughout the 2-year program and salary and benefits will continue to be paid by their employing activity.
Eligibility:
- Permanent, full-time civilian employee of the Department of Defense
- Bachelor’s degree from an accredited college or university
- Minimum of 1 year (preferably more) of significant experience in supervising or managing people(should have supervised more than one employee) in an official capacity that was acquired no more than 5 years ago.
Learning Activities: Concentration on the following competencies:
- Fundamental Competency
- Leading Change
- Leading People
- Results Driven
- Business Acumen
- Building Coalitions
Developmental Activities:
- Attend a senior-level professional military education school, generally in a different Component or at the
National Defense University (10 months in length). Note: Upon selection, selectees will be recommended for a specific PME institution. Separate PME applications will be required for each PME institution. Specific PME instructions will be provided as part of the package notifying nominees of their selection into DSLDP. - Defense-focused leadership seminars, designed to strengthen enterprise-wide perspective and ensure application
of critical leader competencies in the increasingly complex joint environment (Joint Leadership, Interagency
Leadership, Multinational Leadership, Capstone)
- Individual development designed to fill identified competency gaps and strengthen the enterprise perspective
(i.e., developmental assignment)
2013 DSLDP Guidance
Nomination Deadline: 21 Aug 2012
How to Apply:
Nomination packages must be complete and screened to ensure all eligibility requirements are met, endorsed by the Command, and submitted by the Echelon I or II Command. All application packages must include the following:
- DSLDP Nominee Information Sheet (including Supervisory Experience)
- Resume (three-page limit - see template)
- Latest performance appraisal
- Current SF-50, Notification of Personnel Action
- Narrative Statement of Achievements, describing how the nominee meets the Executive Core Qualifications (ECQ) (Provide a separate write up for each of the 5 ECQs-because the Fundamental Competencies are cross cutting, they should be addressed over the complete ECQ narrative.
- Statement of Interest (form)
- Supervisor's Assessment (form)
- Transcripts for baccalaureate or higher degree, from an accredited institution (legible unofficial copies are acceptable)
- DSLDP Nomination Package Checklist Form is intended to ensure that the nomination package is complete.
Command representatives must ensure that each package is complete and accurate; incomplete packages will not be
considered.
- Additional information as may be required by nominating organization.
Packages that do not clearly articulate eligibility, or are incomplete, will not be considered.
Program applicants are advised that their organization may have different deadline dates and requirements.
It is important to check with the Command Training Representative for information regarding deadline dates and
requirements.
