 ASSESSMENT AND EVALUATION OF CIVILIAN HUMAN RESOURCES MANAGEMENT

The Department of the Navy (DON) obtains and carefully reviews information on the satisfaction, concerns and attitudes of our civilian employee workforce. Data from these employee viewpoint surveys, which are administered by the U.S. Office of Personnel Management (OPM), and the Department of Defense, are included in the links provided.

Employee survey results for Navy civilian employees are generally consistent with other Department of Defense components. All sectors of the Navy's mission make our employees a visible and critical element of our national defense and security. Navy civilian employees recognize and are proud of their contributions, and report high levels of job satisfaction and commitment. Other elements of satisfaction are generally at or above levels reported by counterpart DOD and Federal government employee workforces. Additional information is available within the survey results documents.

The Department of the Navy also surveys our civilian managers on their satisfaction with customer assistance provided by our human resources (HR) organizations who carry out hiring, employee services and civilian training administration, among other tasks. Information collected in these surveys assists us in understanding customer requirements and improving HR operations. Information from these surveys is included in the links labeled "Customer Engagement Surveys".

 OCHR CUSTOMER ENGAGEMENT SURVEY RESULTS

 FEDERAL HUMAN CAPITAL SURVEY

The Federal Human Capital Survey is a tool that measures employees' perceptions of whether, and to what extent, conditions characterizing successful organizations are present in their agencies. The first administration of this ground-breaking survey took place in 2002 and the last was in 2008. The survey provides general indicators of how well the Federal Government is running its human resources management systems, serves as a tool for OPM to assess individual agencies and their progress toward "green" status on Strategic Management of Human Capital under the President's Management Agenda and gives senior managers critical information to answer the question: What can I do to make my agency work better?

 CIVILIAN STATUS OF FORCES SURVEY

The Human Resources Strategic Assessment Program (HRSAP), Defense Manpower Data Center (DMDC), conducts both Web-based and paper-and-pencil surveys to support the personnel information needs of the Under Secretary of Defense for Personnel and Readiness (USD[P&R]). These surveys assess the attitudes and opinions of the entire Department of Defense (DoD) community on a wide range of personnel issues. A Web-based survey program with postal and e-mail notification, known as the Status of Forces Surveys (SOFS), provides data on active duty and Reserve component members, and DoD civilian employees.

The target population for all civilian SOFS consists of DoD-appropriated-fund civilian employees (including Senior Executive Service [SES]) to include employees of the Department of the Army, Department of the Navy (including employees working at Marine Corps locations), Department of the Air Force, and civilian employees working at DoD Agencies and Activities who have either full-time, part-time, or intermittent work schedules, and who had at least 6 months tenure at the time the questionnaire is first fielded.

Survey results are tabulated by component, pay plan/grade, NSPS status, occupational groups, supervisor/manager, education, schedule/location, bargaining unit, disability, veteran/preference, type of appointment, retirement plan/eligibility, age, length of service, gender, and race/ethnicity.

Results presented here for all DOD employees are broadly representative of Department of the Navy workforce attitudes and perceptions. Data more specific to Department of the Navy employees can be obtained elsewhere on this website by reviewing employee survey results provided from the Office of Personnel Management (OPM). OPM results are available specifically for the Department of the Navy civilian workforce.
