Director and Deputy Director
The Director and Deputy Director develop plans and policies to meet immediate and long-range internal and external mission requirements as well as manage operations of the OCHR Silverdale Operations Center.
The administrative office handles the following functions for the OCHR Silverdale Operations Center staff: financial programs, administrative, supply, facilities and management programs.
Automation and Information Management
Responsibilities include a wide range of functions such as Human Resources program account access/maintenance, hardware and software technical support, Information Technology and Information Assurance security, Defense Civilian Personnel Data System (DCPDS) administration and mass processing, HR data management and report preparation, system support training, and local database administration.
Chief Learning Office
Responsibilities include training needs assessment, training marketing, classroom instruction, curriculum development, training procurement, formalized evaluation of training, cost analyses, and scheduling and coordinating numerous HR related course offerings.
Customer Service Department
The Customer Service Department provides staffing, classification, compensation, restructuring and personnel processing services to customers through several divisions:
Staffing Division - Provides staffing services for a wide variety of positions and levels using recruitment authorities and flexibilities. The Staffing Division conducts external recruitment through the Delegated Examining Authority and the Expedited Hiring Authority for Acquisition positions. Internal recruitment is conducted through the Merit Promotion Program and through non-competitive hiring authorities. The Staffing Division also provides consulting services to our customers to assist with the recruitment and staffing process and regulatory requirements.
Classification, Compensation and Restructuring Division - The Classification team applies Office of Personnel Management (OPM) Classification Standards to position descriptions submitted by Commands where managers have not been delegated authority to classify positions. We conduct DoD Wage Surveys for the Northwest and Hawaiian Islands. Restructuring services include conducting Reduction in Force (RIF), processing realignments, providing Base Realignment and Closure (BRAC) advice and guidance. The Priority Placement Program (PPP) team administers the DoD Priority Placement Program for serviced activities providing registration and counseling services.
Pay and Personnel Transactions and DCPDS Division - Process personnel actions submitted by serviced activities and/or Human Resources Offices, including but not limited to: appointments, promotions, reassignments and awards.
Quality Control and Records Division - OCHR Silverdale Operations Center has a resolution team with representatives that act as liaisons between the activities, HRO and payroll office to ensure timely and accurate processing of actions. Our Records team maintains the Official Personnel Folders (OPFs) for our serviced population.
