Policy and Guidance for Veterans and Wounded Warriors
Thousands of men and women have bravely fought to protect Americans from our enemies. For their commitment, Veterans are provided employment opportunities and may receive federal hiring preferences. The policies and guidance below serve as a cornerstone for recruitment and employment for Veterans within the Department of the Navy.
Executive Order 13518
On November 9, 2009, President Barack Obama signed Executive Order 13518 – Veterans Initiative. Under this initiative, each participating agency shall:
- Develop an agency specific Operational Plan consistent with the Government-wide Veterans Recruitment and Employment Strategic Plan, for employing veterans;
- Establish a Veterans Employment Program Office, or designate an agency officer or employee for the program;
- Provide mandatory annual training to agency human resources personnel and hiring managers on veterans' employment;
- Identify key occupations so that the agency can provide job counseling and training; and
- Coordinate with the Department of Defense and Veterans Affairs to promote the development and application of technology that will assist transitioning service members.
38 U.S.C. 4301 - Chapter 43 - Employment and Reemployment Rights of Members of the Uniformed Services
The purpose of 38 U.S.C. 4301 is to:
- Encourage noncareer service in the uniformed services;
- Minimize the disruption to the lives of active service members, their employers, fellow employees and communities by providing them swift employment upon completion of their service duties; and
- Prohibit discrimination against persons because of their uniform service
VOW to Hire Heroes Act
The VOW to Hire Heroes Act is legislation that is intended to reduce the rate of Veterans unemployed. This bill is a combination of Chairman Miller’s Veteran's Opportunity to Work (VOW) Act, Chairman Murray's Hiring Heroes Act and the veterans' tax credit. This act targets the high unemployment rate of veterans' by:
- Expanding Education & Training
- Improving the Transition Assistance Program (TAP)
- Facilitating Seamless Transition
- Translating Military Skills and Training
