 EEO PROGRAM ACCOUNTABILITY

EEO MD-715 identifies Management and Program Accountability as one of the essential elements of a model EEO program. In short, this element holds managers, supervisors, EEO officials, and personnel officers accountable for the effective implementation and management of the EEO program. The DON CHRM 1603 establishes DON policy guidance and assigns responsibility for the effective assessment and evaluation of the DON EEO program. Major commands are further held accountable through the following measures:

  • Annually, scorecards evaluating each command’s overall EEO Program are issued. Command programs are rated on a scale of green, yellow, or red (green denotes a program that is on-track; red denotes a non-compliant program).
  • At least once in a three year cycle, the DON EEO Program Director and Deputy Program Director will conduct an on-site visit to each major command to validate compliance.

The DON will continue to incrementally raise the bar for excellence in measuring program accountability at all levels of the organization in the out-years. Increased accountability at all levels of the organization has resulted in greater-than-ever commitment by agency leadership and the integration of EEO into DON’s strategic mission.
