The annual EEO program assessment, required by EEO MD-715, provides the opportunity for DON commands/activities to conduct an earnest, objective assessment of their ongoing efforts to establish and maintain effective affirmative programs of equal employment opportunity under Section 717 of Title VII, and effective affirmative action programs under Section 501 of the Rehabilitation Act.
The purpose of a self-assessment is not to simply produce a report. It is also a snapshot of the command’s/activity’s ongoing efforts, and a report of accomplishments toward the achievement of an inclusive work environment. If there are no ongoing program efforts, there is nothing to report. These self-assessments are critical to the DON’s efforts to: (1) establish and maintain a model EEO program; (2) identify barriers common to DON to implement the DON’s plan of action to eliminate any identified barriers; and (3) effectively execute the agency’s Special Program Plan for the Recruitment, Hiring and Advancement of Individuals with Targeted Disabilities (IWD) and the Hispanic Employment Program.
Two aspects of an EEO Program must be addressed during a self-assessment. First, a self-assessment of the command’s/activity’s EEO program as measured against the six essential elements of a model EEO program using the Self-Assessment Checklist developed by the DON. Second, a snapshot of the status of command/activity efforts to identify and eliminate any barriers to equality of opportunity. CHRM 1603 provides the DON-specific requirements for conducting EEO program assessments. The CHRM supplements the information and requirements identified in EEO MD-715.
