 FEGLI ELECTION OPPORTUNITIES

You have the following opportunities to make changes to your FEGLI coverage:

  • During an open season
  • In conjunction with a qualifying life event
  • By providing medical documentation
  • If designated as emergency essential.

Open season is not held annually, as is the case with the Federal Employees Health Benefits Program, the Federal Flexible Spending Account Program (FSAFEDS), and the Federal Employees Dental and Vision Insurance Program (FEDVIP). It is held only when specifically scheduled by the Office of Personnel Management.

If you experience a qualifying life event you can elect Basic, plus any or all Optional insurance – Option A, Option B (up to the maximum of 5 multiples), and Option C (up to the maximum of 5 multiples). FEGLI qualifying life events include marriage, divorce, death of a spouse and birth or adoption of children.

If it has been at least one year since you cancelled or waived Basic insurance, Option A – Standard or Option B – Additional you can elect this coverage by providing satisfactory medical information (at your own expense) to prove insurability. You cannot elect Option C or increase your Option C multiples by providing medical information.

If you are a civilian employee with the Department of Defense designated as “emergency essential” under section 1580 of Title 10, you may elect Basic Option A and Option B (up to the maximum of 5 multiples). The election must be made within 60 days of the date of the notification of the designation as an emergency essential employee.

 ACTION REQUIRED TO ELECT BASED ON A QUALIFYING LIFE EVENT

  1. Within 60 days after the date of the qualifying event, you must make your election in the Employee Benefits Information System (EBIS) or by contacting the Benefits Line.
  2. You must provide the required proof of the life event. Proof may include a marriage certificate, birth or adoption records, divorce decree, or death certificate. If you do not provide the proof your election will be voided.
  3. You will review the bi-weekly Leave and Earnings Statement you receive from your payroll office to ensure correct deductions have been withheld for your election and avoid costly errors for which you could be indebted. Refer to the Effective Date Chart to determine when your election should be reflected in your pay check.

 ACTION REQUIRED TO ELECT BASED ON PROVIDING MEDICAL INFORMATION

  1. You should contact the Benefits Line and tell the customer service representative you want to increase your life insurance coverage by taking a physical.
  2. The Civilian Benefits Center will review your Official Personnel Folder, complete Part A of an SF 2822, Request for Life Insurance and mail the form to you. Although the SF 2822 is available on the Office of Personnel Management Web site do not download the form and take it to your doctor without certification by the Civilian Benefits Center, it only delays the processing of your request. The Civilian Benefits Center is the only office authorized to complete Part A of the SF 2822.
  3. Once you receive the SF 2822 from the Civilian Benefits Center, complete Part C and sign Block 6 of Part C in the presence of your physician at the time of your physical examination.
  4. Your personal physician will perform the examination, complete Part D of the SF 2822 and mail the completed form to the Office of Federal Employees’ Group Life Insurance (OFEGLI). OFEGLI must receive the form within 60 days of the date of the medical examination.
  5. OFGELI will review the medical information and make a decision regarding your request. The Civilian Benefits Center will notify you of OFEGLI’s decision.
  6. If OFEGLI approves coverage and you are not currently enrolled in Basic insurance, your Basic coverage will be effective the date of OFEGLI’s approval if you are in a pay and duty status (actually at work). You will have 60 days from the date of approval by OFEGLI to elect Option A – Standard and/or Option B – Additional. After you make your election, the Optional coverage will be effective the first day you are in a pay and duty status.
  7. You will review the bi-weekly Leave and Earnings Statement you receive from your payroll office to ensure correct deductions have been withheld for your election to avoid costly errors for which you could be indebted. Refer to the Effective Date Chart to determine when your election should be reflected in your pay check.

 ACTION REQUIRED TO ELECT BASED ON DESIGNATION AS EMERGENCY ESSENTIAL POSITION

  1. Within 60 days after designation as emergency essential, you should contact the Benefits Line and tell the customer service representative you want to make a life insurance election.
  2. The customer service representative will help you make your election.
  3. You should review the biweekly Leave and Earnings Statement you receive from your payroll office to ensure correct deductions have been withheld for your election and to avoid errors for which you could be indebted. Refer to the Effective Date Chart to determine when your election should be reflected in your pay check
