Assistant for Administration to the Secretary of the Navy

Ms. Carla E. Lucchino is the Assistant for Administration to the Secretary of the Navy. She was assigned to this position in June 2010. She is the Navy’s senior career civilian advisor to the Secretary, performing high-level assignments in execution of the Secretary's policies, goals and objectives. She provides administrative management and support to the Office of the Secretary of the Navy, its 6,000 member Secretariat, staff offices, field activities and supported organizations.

Ms. Lucchino was promoted to Senior Executive Service in February of 1999. Throughout her 27 year career, Ms. Lucchino has held a wide variety of positions across the Defense Department. In her first assignment as an Industrial Engineer, she worked in the machine shops of the Seneca Army Depot in Romulus, New York. From there she moved to the Air Force Plant Representative Office at Westinghouse in Baltimore, Maryland. There she oversaw the design, development and production of airborne and ground based radar systems such as the F-16 Radar, the Airborne Warning and Control System, and the Airborne Self-Protection Jammer. In 1986, she was reassigned to the Air Force Systems Command at Andrews Air Force Base where she worked on acquisition strategy plans for major Air Force weapon system procurements.

After a brief reassignment to the newly formed Defense Contract Management Office at Westinghouse in Baltimore, where Ms. Lucchino held a supervisory position overseeing Westinghouse program management, engineering and manufacturing operations, she transferred to the Defense Logistics Agency. At the Defense Logistics Agency, she served in several different positions including the Assistant Chief of Operations Management, the Assistant Executive Director of Information Management and the Staff Director of the Corporate Performance Office. In these assignments she wrote policy for Defense contract management, managed the Defense Logistics Agency Automated Information Systems Review Council, and developed Executive Information Systems, respectively.

In 1997, Ms. Lucchino became the Deputy Commander of the Defense Contract Management Office at Lockheed-Martin Missiles and Space in Sunnyvale, California. There she led 126 military and civilian personnel in managing and overseeing the design, development and production of satellites, missiles and other space assets for the Defense Department and the National Aeronautics and Space Administration. This $36 billion portfolio included the Space-Based Infra-Red System, the Fleet Ballistic Missile, the MILSTAR satellite, the Theater High Altitude Area Defense missile, Airborne and Space-based Laser programs, and the Hubble Telescope.

When promoted to the Senior Executive Service in 1999, Ms. Lucchino served as the Comptroller and Executive Director of Financial and Business Operations at the Defense Contract Management Agency in Alexandria, Virginia. During this assignment, she oversaw $973 billion in Defense contracts at 960 contractor locations world wide. She led 65 military and civilian personnel in managing the Agency's $1 billion budget, accounting systems, international business agreements, strategic planning, policy development, facilities, and outsourcing programs. Upon completion of this assignment, she served on a detail to the Office of the Under Secretary of Defense for Acquisition, Technology and Logistics. As the Special Assistant to the Director of Acquisition, Resources and Analysis, Ms. Lucchino managed the Defense Department's core/non-core competency program, coordinated efforts to support the President's Management Agenda, and led an effort to improve accounting for service contracts. In August 2002 Ms. Lucchino became the Assistant Deputy Commandant, Installations and Logistics, Headquarters, U.S. Marine Corps, in Washington DC, where she oversaw all Marine Corps logistics, installations, contracting policy, business process improvement and small business operations.

Ms. Lucchino received a Bachelor of Arts degree in economics in 1981 from the State University of New York at Binghamton. From there, she immediately entered graduate school at the Russ College of Engineering and Technology and was awarded a Master of Science degree in industrial and systems engineering from Ohio University in 1982. In 1994 she received another Master of Science degree in national security strategy from the National War College located at Ft. McNair in Washington, DC.

Ms. Lucchino is the recipient of numerous performance awards including two Meritorious Civilian Service Awards, the Exceptional Civilian Service Award and the Superior Civilian Service Award. She currently serves as a member of the Russ College of Engineering and Technology's Board of Visitors at Ohio University. She is a distinguished graduate of the Russ College of Engineering and Technology, and recently received the Ohio University Alumni Association’s Medal of Merit.
