System Access & Assigned Roles
In order to use the Navy-Marine Corps Mobilization Processing System (NMCMPS) you must have both access and a role.
1. ACCESS. Access to the Web Portal (SIPRNET and/or NIPRNET) hosting the NMCMPS application.
2. ROLE. An assigned role within the application.
There are different Access/Role combinations between the SIPRNET and NIPRNET modules.
a. The SIPRNET-based Requirements Tracking Module (RTM) is available on the Classified Bupers Online-Secret (BOL-S) Web Portal at

In order to get access to BOL-S, you must fax a System Authorization Access Requests (SAAR) form signed by yourself, your Supervisor and Security Manager to the SPAWAR Information Technology Center Washington Detachment (SITCW). The form is available online at BOL-S. Please be sure to add your SIPRNET email address on the form. SITCW fax number is: Comm: 703-695-4413/DSN: 225-4413
b. All unclassified modules are available on BUPERS Online (BOL) - by default all Active and Reserve personnel have access to BOL. To get to NMCMPS, just click the link found in the BOL menu.
c. If you are a DoD Civilian or a Contractor with the DoD, you are eligible for a BOL account. All US Navy Service Members (Active and Reserve) already have accounts at https://www.bol.navy.mil.

The Legacy Help Desk will provide you with a SAAR-N Form containing the information required by BOL to create your account. The request must be returned to BOL with all the pertinent information completed.
The user may fax the completed request to (901) 874-2722, DSN 882-2722. Once the account is created, the requester will be notified.
e. Roles are assigned based upon your current Onboard UIC. CO, XO, OIC, etc. billets are automatically assigned an Administrative role for their Command on the NIPR modules of NMCMPS. They can then assign roles to other personnel from within their own Command or from outside Commands.
Roles on the SIPR- based RTM are given based upon onboard UIC, but no roles are automatically given to CO, XO, OIC etc.
Note: Any time you change UICs, your role is reset and the Administrator for your new UIC will need to assign you a new role.
