The Navy’s Exceptional Family Member Program (EFMP) is designed to assist sailors with the special needs of their Exceptional Family Members (EFM), at new duty locations. Assistance is emphasized in the assignment process, but also includes family support from Fleet and Family Service Centers. EFMP case liaisons are located throughout the fleet to provide information and referrals, individualized service plans, and case management from one duty station to the next. Special needs include any special medical, dental, mental health, developmental or educational requirement, wheelchair accessibility, adaptive equipment or assistive technology devices and services.
EFMP coordinators are located at the medical treatment facility and serve both personnel and family support functions. Coordinators facilitate initial enrollment and guide families to other services if required. Command points of contact can also assist service and family members with the enrollment process. EFMP enrollment is mandatory and required immediately upon identification of a special need. DD form 2792, Exceptional Family Member Medical and Educational Summary and DD form 2792-1, Exceptional Family Member Special Education/Early Intervention Summary are used for enrollment. Successful implementation requires up-to-date information and extensive coordination between personnel, medical, educational and family support communities.
Sailors may be reluctant to enroll because of misconceptions that EFMP enrollment may limit assignments and career advancement, or preclude family members from accompanying sponsors on overseas and CONUS tours. These negative perceptions are not supported by fact. Sailors enrolled in EFMP have always received equal consideration for assignments and promotions.
On 31 August 2011, the Navy launched the Exceptional Family Member Program (EFMP) enrollment and tracking application in the Navy Family Accountability and Assessment System (NFAAS). The EFMP application adds an electronic EFMP enrollment capability for new enrollees, and allows the service member to track the status of enrollment. Phase II of this capability is due out by the end of the year 2013 and will allow access to all enrollees of EFMP. Our new EFMP NFAAS capability also allows case liaisons to electronically track a member’s non-medical information and referrals and log individualized service plans.
