Overview

PERS-00D is the staff office providing program management of Navy Corrections and Programs for the Commander Navy Personnel Command (COMNAVPERSCOM).  PERS-00D is Navy’s subject matter expert on offender management (detention, restriction, correctional custody, confinement (ashore and afloat), deserter management, mandatory appellate leave, and discharge processing) providing administrative and programmatic guidance to all commands supporting offender management program.  Offender management activities that report directly to COMNAVPERSCOM include the Naval Consolidated Brigs (NAVCONBRIG), Navy and Marine Corps Appellate Leave Activity (NAMALA) and the Navy Absentee Collection and Information Center (NACIC) - a branch office of PERS-00D.  PERS-00D is responsible for policy and oversight for Navy offender management and Transient Personnel Unit (TPU) programs.  Oversight is maintained through regularly scheduled inspection/audits.

Policy for offender management is located in SECNAVINST 1640.9C (DON CORRECTIONS MANUAL) and BUPERSINST 1640.22 (NAVAL CORRECTIONS MANUAL). 

Transient Personnel Unit policy is located in BUPERSINST 1306.77C (MANUAL FOR THE ACMINISTRATION OF TRANSIENT PERSONNEL UNITS) and OPNAVINST 1620.3 (MANUAL FOR ADMINISTRATION OF REGIONAL RESTRICTION BARACKS (RRB)

Missions

Corrections and Programs – Provide policy, guidance, analysis, advocacy and oversight to ensure administration of Navy correctional and detention facilities resulting in security, good order, discipline, and safety of pre-trial post-trial prisoners and facility staff.  When confined post-trial, provide programs and rehabilitative processes to retrain and restore the maximum number of personnel to honorable service, prepare prisoners for return to civilian life as productive citizens, and when directed by appropriate authority; provide dedicated facilities for non-UCMJ detainees.

Navy Absentee Collection and Information Center (NACIC) – Administer 24/7 centralized deserter information services; tracking, locating, monitoring, and coordinating apprehension/escort return for Navy personnel who are administratively declared deserters and supervised release violators.

Navy and Marine Corps Appellate Leave Activity (NAMALA) – Track and process discharge of all Navy and Marine Corps members assigned involuntarily appellate leave following court-martial while awaiting appellate review and those members assigned by the Naval Clemency and Parole Board for parole or supervised release.

Prison Rape Elimination Act (PREA) - The PREA of 2003 was enacted to address the problem of sexual abuse of persons in the custody of United States prisons and jails, including military confinement facilities.  PREA calls for Federal, State, and local corrections systems to have a zero-tolerance policy regarding sexual abuse and sexual harassment (as defined by PREA) in prisons and jails, lockups, juvenile facilities, and community confinement facilities.  It is the policy of the Department of Defense and United States Navy to provide a safe, humane and secure environment free from threat of sexual abuse for all offenders in custody by maintaining a program of prevention, detection, response, investigation, and tracking of all alleged sexual abuse.  The Navy has a zero tolerance policy for all forms sexual abuse and sexual harassment within its confinement facilities.
