The FSGLI Web Application is a DMDC hosted online system for managing FSGLI accounts. Generally, all Sites and Users have been arranged under Regional PSD or RCC and are managed by Site Security Managers (SSM) at those locations.  Certain other major entities (commands and vessels) have SSM level privileges as well.  Each of these sites must have a Primary Site Security Managers (PSSM) and Secondary Site Security Manager (SSSM). 

Personnel designated to perform duties as either PSSM or SSSM must submit a fully authenticated System Authorization Access Request using the DMDC mandated format to the Navy FSGLI SSM for review and processing. If a copy of the DMDC mandated SAAR template is not available at your organziation, send an email to MILL_FSGLI@navy.mil requesting a copy and we'll send you one. Unfortunately, due to SECNAV rules, we cannot post a copy of the template on this website. Please remember that all signatures must be digital.

At the Regional PSD or RCC, the PSSM and SSSM will receive requests for access using the standard System Authorization Access Request - Navy (OPNAV Form 5239/14).  The responsible PSSM/SSSM will review the request and take appropriate action. The Command Information Assurance Manager must complete Blocks 21 - 24. The Security Manager (with access to JPAS) must complete all of Part III. All signatures must be digital. Prospective users will need to provide their DOB and full SSN via encypted Email to the SSM that will process the request. This is a DMDC requirement.

ALL USERS OF THE FSGLI WEB APPLICATION ARE REQUIRED TO BE IT LEVEL II COMPLIANT (LEVEL II or LEVEL I), SEE SECNAVINST 5510.30, DODI 8500.2  and DODD 8500.1 FOR REQUIREMENTS. To achieve IT LEVEL II, the appointee must have a NACI or NACLC that is less than ten years old.

Upon receipt of SAAR-N, SSM will review for completion and compliance with security standards. Once reviewed and approved, SSM will provide access to the requestor, thus making them a FSGLI Site User. Site Users will be responsible for entering / processing FSGLI coverage changes on the new Website. Your SSM will provide you with a FSGLI Site User Guide.
