The Military Locator System (MLS) is an online query system that provides searches by Social Security Number, Name, or Unit Identification Code to provide information about a member's current or future duty station.

MLS complies with the Department of the Navy Privacy Act, SECNAVINST 5211.5 (Series) and Deputy Secretary of Defense Memorandum dated 24 September 1998, Subject: Information Vulnerability and the World Wide Web.  This web based application contains information that is for official use only and is considered personal and confidential in nature.  Agencies who access this application should ensure that the system is used in the performance of their duties and are responsible for safeguarding this information in accordance with SECNAVINST 5511.5 and Deputy Secretary of Defense Memorandum dated 24 September 1998.

MLS will be accessed using BUPERS On Line (BOL).  Active duty and reserve personnel have access to BOL.  Civilian employees who need access will apply for BOL access through their designated local administrator or directly through Pers-33.

                  ACCESS PRIVILEGES

NOTE: The DD-2875 SAAR has been replaced by the OPNAV 5239/14 SAAR-N per NETWARCOM Computer Tasking Order (CTO) 08-05 Serial A.

            Designated Local Administrators 

Local Administrators - are Commanding Officers, Officers in Charge, or an agency designated by Pers-331 that have the authority to grant access to individuals, both military and civilian, assigned to their UIC(s).  Commanding Officers, and Officers in Charge may delegate Local Administrators duties to the Command Security Manager or the Administrative Officer.  Local Administrators have the capability to:

  • Accept request for BOL access and submit directly to NPC_It_Service_Desk@navy.mil.
  • Grant or revoke MLS access privileges for any user assigned to the Local Administrator.
  • View access privileges for and generate reports containing any and all MLS Web users for the Local Administrators' assigned UIC(s).

                  CATEGORIES OF USERS

Military (Active and Reserve) - Military members will complete the System Authorization Access Request-Navy (SAAR-N) Form to apply for access to MLS and submit this form through their designated Local Administrator.  Military personnel automatically have access to BOL.

Civilian Employees of the Department of the Navy - Civilian employees, employed by the Department, will complete SAAR-N form to apply for access to MLS and submit this form through their designated Local Administrator.  For civilians- In the "system name" block of the SAAR form, BOL/MLS must be requested for access. Once the SAAR form is completed in its entirety, the Local Administrator of that agency should forward SAAR form 5239/14 (Rev9/2011) to NPC PERSNET helpdesk at  mail  NPC_It_Service_Desk@navy.mil

Defense Finance and Accounting Service (DFAS) - Civilian and Military personnel assigned to DFAS will complete the SAAR-N form to apply for access to MLS and submit this form through their designated Local Administrator.  For civilians- In the "system name" block of the SAAR form, BOL/MLS must be requested for access. Once the SAAR form is completed in its entirety, the Local Administrator of that agency should forward SAAR form 5239/14 (Rev9/2011) to NPC PERSNET helpdesk at email  NPC_It_Service_Desk@navy.mil

 All Other Navy Military, Civilians and Government Agencies - Complete and submit OPNAV form 5239/14 for access to MLS.  Civilian personnel must also apply for BOL access.  Access to BOL for Active Duty and Reserve personnel is automatic.  For civilians- In the "system name" block of the SAAR form, BOL/MLS must be requested for access. Once the SAAR form is completed in its entirety, the Local Administrator of that agency should forward SAAR form 5239/14 (Rev9/2011)  to NPC PERSNET helpdesk at email NPC_It_Service_Desk@navy.mil.
