Ms. Lofink is a native of the Chicago area. She received a Bachelor of Arts degree in Music Education from Rosary College, River Forest, Illinois in 1978. Ms. Lofink attended Officer Candidate School in Newport, Rhode Island and was commissioned as an Ensign in the United States Navy in December 1978.
Significant assignments during her naval career: Executive Officer, Naval Personnel Support Activity Philippines; Commanding Officer, Transient Personnel Unit, San Diego; Executive Officer, Naval Station, San Diego; Commanding Officer, Naval Support Activity Mid-South, Millington, Tennessee; Chief of Staff, Navy Region Northwest and Deputy Assistant Commander Navy Personnel Command for Career Management in 2004 until her retirement as a Captain in 2007. Ms. Lofink transitioned to the civil service and continued to serve in this position until March 2011.
Ms. Lofink currently serves as Assistant Chief of Naval Personnel and Deputy Commander, Navy Personnel Command, the senior executive advisor on all matters for strategic planning, manpower and personnel, organization, administration, and daily operations. The mission of BUPERS Millington/Navy Personnel Command is to man the Fleet with Ready Sailors and support their ability to serve by executing plans and policies for distribution, administration, career progression; to provide personnel programs for fair and equitable treatment; to conduct and coordinate manpower and personnel research within the Department of the Navy; to strive to meet Sailors’ personal goals for meaningful and rewarding career opportunities; and to promote and retain the best.
Ms. Lofink holds a Masters of Administrative Science degree in Manpower, Personnel and Training Analysis from Naval Postgraduate School, Monterey in 1989. She graduated from the College of Naval Command and Staff in 2006 and attended the Navy Corporate Business Course in 2008.
Ms. Lofink’s various personal awards during her naval career include 3 Legions of Merit, 3 Meritorious Service Medals, a Joint Service Commendation Medal, 3 Meritorious Unit Commendation Medals, and 2 Navy/Marine Corps Commendation Medals. She received the Silver Beaver Award from the Boy Scouts of America in 2007, and the Department of the Navy Meritorious Civilian Service award in 2008.
