Exceptional Annual Training
AT periods which exceed 14 days are known as Exceptional Annual Training (E-AT).  These periods are authorized per COMNAVRESFORNOTE 1001, but must be approved by the Unit CO, OSO and CNRFC (via waiver request).  The E-AT period is approved by the Unit CO, or designated representative, in the first step of NROWS routing.
Once routed the requesting member is to inform the OSO (email preferred) of the E-AT period (include NROWS Tracking Number) with sufficient time to allow the preparation and routing of the E-AT Waiver to CNRFC N31 (minumum of 10 days for CONUS, 30-45 days OCONUS travel).
E-AT is reviewed and approved on a 30-day rolling window by CNRFC.  E-AT request status can be checked by viewing the E-AT Waiver Request tracker on the E-AT webpage on the CNRFC N31 webpage (link below).

OCONUS Travel
OCONUS to CONUS travel requests, per COMNAVRESFORCOMINST 1571.1D section 106.b, Reservists residing OCONUS will NOT perform AT/ADT in the United States if international travel costs are involved, with the following exceptions: To attend training require for mobilization readiness; A key participant in a military exercise; As authorized by COMNAVRESFORCOM N3, on a case-by-case basis, upon OSO request.
It is imperative that justification is included in the "Orders Justification" block in NROWS for ALL overseas travel (CONUS to OCONUS and OCONUS to CONUS).  Once routed the requesting member is to inform the OSO (email preferred) of the E-AT period (include NROWS Tracking Number) with sufficient time to allow the preparation and routing of the E-AT Waiver to CNRFC N33.
If orders are in the system that do not meet the conditions of COMNAVRESFORCOMINST 1571.1D section 106.b (1) or (2) and no OCONUS request is received 10 days prior to travel, orders will be disapproved.

Annual Training
In accordance with the RESPERSMAN and BUPERSINST 1001.39F each SELRES member is required to perform 12-14 days of AT with their Mobilization Unit (UMUIC).  COMNAVRESFORNOTE 1001 further amplifies this requirement by stating any AT performed at a location other than the supported command must be approved by the supported command’s OSO.  To ensure compliance all SELRES desiring to perform AT in support of any command other than their UMUIC will coordinate with the Unit CO (prior to routing orders in NROWS) to receive OSO approval.

Long Term Orders
Any long term Active Duty orders in support of any command other than supported command require concurrence from the UMUIC per the RESPERSMAN.  Requesting members will notify their unit leadership and OSO as early as possible to ensure the absent periods are properly tracked and concurrence/approval granted.  In accordance with the RESPERSMAN and COMNAVRESFORNOTE 5400 members executing ADSW or other voluntary Active Duty may be removed from their billet at supported command discretion (greater than six month period for JO APPLY and CMS-ID billets).

Inactive Duty for Training Travel (IDTT)
All Cross Assigned In, Lieutenant Commander and below, personnel are encouraged to drill with their Mobilization Unit (UMUIC) once per quarter and/or per the Unit CO direction.  IDTT can also be used in conjunction with Additional Training Periods.  Additional information on IDTT can be found on the RESFOR IDTT webpage (link below).
