The PERS 413 Branch, here at the Surface Officer Distribution Division, is designed to be the advocate for each of the over 400 commands assigned to the Surface Force and the Surface Warfare Enterprise (SWE). Our primary responsibility is to assist Executive Officers and Chief Staff Officers in the management of officer manning within their command and to develop training pipelines that follow COMNAVSURFOR guidance for Billet Specific Training (BST).
