BOATSWAIN'S MATE RATING (BM)
Greetings from Deck Department! First off, congratulations to all Boatswains’ Mate’s that advanced on this past cycle’s Navy Wide Rating Examination! With that said, if you advanced and are currently under orders, you will still execute you’re issued orders as written. If you are currently in your negotiation window, you can now apply for your prospective pay grade.
All billets advertised on CMS/ID will be filled each month; detailers may be required to select a Sailor who has not applied for the assignment or are early in their negotiation window. Detailers will attempt to fill all billets using a Sailor’s desired selection first, however, fleet readiness requirements will ultimately be the guiding factor in the Sailor’s assignment. Sailors nearing the end of their negotiation window will generally be chosen to fill assignments they did not apply for over Sailors who are at the start of their negotiation window. So it is imperative that you are active in making CMS/ID applications and keeping in contact with your detailer.
Remember, the Navy is a GLOBAL force for good and we all are expected to fulfill our duties in any location.
For junior Sailors, please be proactive with engaging your chain of command and career counselors with your PTS applications. If you have not yet reviewed NAVADMIN 021/13 please do so. Sailors can expect their PRD to be adjusted to reflect their EAOS if they do not have more than 12 months left remaining between their PRD and EAOS once they have hit their 9 month window of negotiation.
If you are an LPO or above, calling the detailers after your Sailor has gotten undesirable orders is wrong. If your Sailor gets “needs of the Navy” orders issued, it is YOUR fault.
For all you senior Boatswain’s Mate’s, I encourage you to scout your best Sailors and if they are hard charging, direct them to the assignments that WILL MAKE THEM STAND OUT. Currently, there is a shortfall for recruiters and recruit division commanders (RDC’s). Boatswain’s Mate’s should be accepting this challenge, all who do will reap the benefits of these assignments for the duration of their career. Get involved!
Finally, update your CMS/ID contact information page, know your PRD, brief NAVADMINs frequently along with incentives, update your security clearance, and contact your detailer early with your career intentions. Keep Chargin!
Maintenance and Material Management (3-M) Coordinators at Sea (3MC)
Are there no in-rate billets available for you at sea? Are you a highly motivated leader and desire increased responsibility and challenge? Do you desire an assignment to a specific geographical area? Consider assignment as a 3MC. Contact your detailer to determine your eligibility. Remember – your detailer must release you to the 3MC Detailer before the (the 3MC Detailer) can discuss specific duty station assignments with you.
