Temporary Disability Retirement List (TDRL)
TDRL is Temporary Disability Retirement program designed to enable members with a rated disability the opportunity to receive retirement benefits including medical coverage for members and dependents and a monthly stipend until medical conditions can become stabilized or corrected. TDRL is enacted by General Military Law under Title 10 USC Chapter 61, section 1200 series, and further outlined by the Headquarters of the Military Departments through directives and Instructions. Department of the Navy has designated SECNAVINST 1850.4e as the governing instruction for the administration of Physical Disabilities. Under Title 10 USC, TDRL is a maximum of a 5-year program. At the end of the 5 years, General Military law requires all pay and benefits to cease, regardless of the reason for a delay in final processing. This law does not address avenues for extension of benefits if members in the program have less than 20 years of active duty service. Members with more than 20 years of service have the opportunity of receiving non-monetary benefits if the delay in final processing is at no fault of the member.

Permanent Disability Retired List (PDRL)
PDRL is Permanent Disability Retirement program designed to provide permanent disability benefits to members of the military with service-connected disabilities. Required determinations of disability are made by the Secretary of the Military Departments and include the following categories according to Title 10 USC:

Based upon accepted medical principles, the disability is of a permanent and stable nature.
The disability is not the result of the member's intentional misconduct or willful neglect, and was not incurred during a period of unauthorized absence.
The member has at least 20 years of ACTIVE service or the Secretary of the Military Department rates the disability at least at 30%.
Disability Retirement pay is not automatically considered tax free for the portion of retirement that is considered disability. Non-taxable disability retired pay is classified as such if the disability is considered "COMBAT RELATED" or a member's initial consecutive active duty service date was prior to September 1, 1978. All other references for non-taxable disability retired pay should be referred to the Veteran's Administration for applicable waiver of pay and benefits.

Pers 821
Navy Personnel Command, PERS-821 has been tasked by the Secretary of the Navy to administratively process the results of the Physical Evaluation Board's (PEB) Notifications of Decision.  Upon notification, PERS-821 processes orders and/or the authority to discharge members from active duty to either the Temporary or Permanent Disability Retirement List.  Local command Personnel Support Detachments (PSD), upon receipt of the authority, will begin processing members for retirement.  Information copies of all orders and authority for discharges are also forwarded to the Naval Reserve Personnel Command (NRPC) and to the Defense Finance and Accounting Service (DFAS), Cleveland Center, for finalization of a member into this program, establishing a Reserve file and a Pay record establishment file, respectively.  All of the above mentioned organizations have an integral role in the successful transition of members assigned to the TDRL or PDRL.
